The Standing Joint Committee for the Scrutiny of Regulations met this day at 8:31 a.m., in room 256-S, Centre Block, the joint chairs, the Honourable Senator Pana Merchant and Mr. Harold Albrecht, presiding.
Members of the committee present: The Honourable Senators Merchant, Moore and Omidvar (3).
Other senator present: The Honourable Senator Eaton (1).
Representing the House of Commons: Harold Albrecht, Gary Anandasangaree, Pierre-Luc Dusseault, John Brassard, Nicola Di lorio, Ali Ehsassi, Fayçal El-Khoury, Garnett Genuis, Bernadette Jordan, Tom Kmiec, Marco Mendicino and Salma Zahid (12).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
It was agreed that Evelyne Borkowski-Parent be appointed Acting General Counsel to the Committee.
In the matter of Recommendations from the Subcommittee on Agenda and Procedure, it was agreed that the proposed procedures be adopted, as amended.
In the matter of Document relating to the Appearance of Witnesses from the Canadian Food Inspection Agency on July 16, 2016, it was agreed that correspondence to departments be sent in both electronic and hard copy formats.
In the matter of SOR/2002-352 — Regulations Amending the Canadian Aviation Regulations (Parts I, VI and VIII), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2013-7 — Unsolicited Telecommunications Fees Regulations, it was agreed that the file be closed.
In the matter of SOR/2013-105 — Regulations Amending the Great Lakes Pilotage Tariff Regulations, it was agreed that the file be closed.
In the matter of SOR/2015-195 — Regulations Amending the Firearms Marking Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/78-830 — Wood Buffalo Park Game Regulations, it was agreed that the joint chairs invite the CEO of Parks Canada to appear before the committee.
In the matter of SOR/2010-140 — Regulations Amending Certain Regulations Made Under the Canada National Parks Act (Miscellaneous Program), it was agreed that the joint chairs invite the CEO of Parks Canada to appear before the committee.
In the matter of SOR/2007-262 — Regulations Amending the Canadian Aviation Regulations (Parts I and III), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2016-7 — Regulations Amending the Agricultural Marketing Programs Regulations and; SOR/ 2006-293 Regulations Amending the Agricultural Marketing Programs Regulations and Repealing the Ranch-raised Fur Pelts Designation Regulations, it was agreed that the file be closed.
In the matter of SOR/2005-247 — New Substances Notification Regulations (Chemicals and Polymers), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2015-67 — Regulations Amending Certain Regulations Made Under the Nuclear Safety and Control Act (Miscellaneous Program), it was agreed that the file be closed.
In the matter of SOR/2002-76 — Marine Activities in the Saguenay-St. Lawrence Marine Park Regulations, it was agreed that the joint chairs invite the CEO of Parks Canada to appear before the committee.
In the matter of Orders Made by Boards and Agencies under the Agricultural Products Marketing Act, it was agreed that the joint chairs invite officials from Agriculture Canada to appear before the committee.
In the matter of SOR/2005-206 — Regulations Amending the National Parks of Canada Fishing Regulations, it was agreed that the joint chairs invite the CEO of Parks Canada to appear before the committee.
In the matter of SOR/2011-197 — Regulations Amending the Government Contracts Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2015-134 — Regulations Amending the Historic Canals Regulations (Miscellaneous Program), it was agreed that the joint chairs invite the CEO of Parks Canada to appear before the committee.
In the matter of SOR/2015-243 — Regulations Amending the Canadian Hatching Egg Producers Quota Regulations, it was agreed that the file be closed.
In the matter of SOR/2015-250 — Regulations Amending the Royal Canadian Mounted Police Superannuation Regulations, it was agreed that the file be closed.
In the matter of SOR/2016-34 — Rules Amending the Rules of Procedure for Boards of Review, it was agreed that the file be closed.
In the matter of SOR/2016-98 — Regulations Amending Certain Department of Industry Regulations, it was agreed that the file be closed.
