The Standing Joint Committee for the Scrutiny of Regulations met this day at 8:34 a.m., in room 256-S, Centre Block, the joint chairs, the Honourable Senator Joseph A. Day and Mr. Harold Albrecht, presiding.
Representing the Senate: The Honourable Senator Day (1).
Representing the House of Commons: Harold Albrecht, Vance Badawey, Bob Benzen, Anju Dhillon, Nicola Di Iorio, Kerry Diotte, Pierre-Luc Dusseault, Ali Ehsassi, Fayçal El-Khoury, John Oliver, Francis Scarpaleggia and David Tilson (12).
Also present: Christine Holke, Joint Clerk of the Committee (House of Commons), Evelyne Borkowski-Parent, General Counsel, and Shawn Abel, Counsel, Parliamentary Information and Research Service, Library of Parliament.
In attendance: The official reporters of the Senate.
The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
The committee considered a draft budget.
Mr. Oliver moved:
That the following budget application in the amount of $7,500 be approved:

The question being put on the motion, it was adopted.
By unanimous consent, it was agreed that the committee proceed in camera and that, notwithstanding usual practice, members' and whips' staff be allowed to remain in the room.
At 8:34 a.m., the committee suspended.
At 8:35 a.m., pursuant to rule 12-16(2), the committee resumed in camera.
By unanimous consent, it was agreed that the Standing Committee for the Scrutiny of Regulations appoint Penny Becklumb as Counsel for the Joint Committee as per the terms agreed to between the Joint Committee and the Library of Parliament.
At 8:43 a.m., the committee suspended.
At 8:44 a.m., the committee resumed in public.
In the matter of SOR/2005-383 — Regulations Amending the Accounting for Imported Goods and Payment of Duties Regulations, it was agreed that the joint chairs invite the Minister of Public Safety and Emergency Preparedness to appear before the committee.
In the matter of SOR/2014-149 — Regulations Amending the Coastal Fisheries Protection Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Fisheries and Oceans with respect to certain comments made by the committee.
In the matter of SOR/2008-185 — American Consumption of Softwood Lumber Products Regulations, it was agreed that the file be closed.
In the matter of SOR/2015-169 — Regulations Amending the Patented Medicines (Notice of Compliance) Regulations, it was agreed that the joint chairs correspond with the Minister of Innovation, Science and Economic Development with respect to certain comments made by the committee.
In the matter of SOR/2002-227 — Immigration and Refugee Protection Regulations, as amended to SOR/2005-61; SOR/2003-197 — Regulations Amending the Immigration and Refugee Protection Regulations; SOR/2003-260 — Regulations Amending the Immigration and Refugee Protection Regulations; SOR/2003-383 — Regulations Amending the Immigration and Refugee Protection Regulations; SOR/2004-59 — Regulations Amending the Immigration and Refugee Protection Regulations; SOR/2004-111 — Regulations Amending the Immigration and Refugee Protection Regulations; SOR/2004-167 — Regulations Amending the Immigration and Refugee Protection Regulations; SOR/2004-217 — Regulations Amending the Immigration and Refugee Protection Regulations; and SOR/2005-61 — Regulations Amending the Immigration and Refugee Protection Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Immigration, Refugees and Citizenship with respect to certain comments made by the committee.
In the matter of SOR/2007-137 — Assisted Human Reproduction (Section 8 Consent) Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Health with respect to certain comments made by the committee.
In the matter of SOR/2011-83 — Regulations Amending the Licensed Dealers for Controlled Drugs and Narcotics Fees Regulations (1056), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Health with respect to certain comments made by the committee.
In the matter of SOR/2011-292 — Internet Child Pornography Reporting Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice with respect to certain comments made by the committee.
In the matter of the terms and conditions of employment of the Federal Ombudsman for Victims of Crime, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice with respect to certain comments made by the committee.
The committee considered SOR/2007-125 — Vessel Clearance Regulations.
The committee considered SOR/2017-82 — Regulations Amending the Government Contracts Regulations.
