The Standing Joint Committee for the Scrutiny of Regulations met at 8:30 a.m., this day, in Room 256-S, Centre Block, the joint chairs, the Honourable Senator Pana Merchant and Mr. Harold Albrecht, presiding.

Representing the Senate: The Honourable Senators Merchant, Moore and Omidvar, Runciman (4).

Representing the House of Commons: René Arsenault, Dean Allison, John Brassard, Nicola Di lorio, Pierre-Luc Dusseault, Ali Ehsassi, Colin Fraser, Fayçal El-Khoury, Tom Kmiec, Geng Tan and Borys Wrzesnewskyj (11).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of SI/2008-85 — Certain Fees Relating to Export Certificates Remission Order; SI/2008-86 — Certain Fees Relating to Feeder Cattle Imported from the United States Remission Order; and SI/2008-87 — Certain Fees Relating to Registered Establishments Remission Order, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of Recommendations from the Subcommittee on Agenda and Procedure, it was agreed that members of the committee submit proposed revisions to the joint clerks over the summer, and the matter be deferred to the next meeting of the committee for further consideration.

In the matter of SOR/2006-124 — Pest Control Products Regulations; and Consideration of a Draft Report, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2004-109 — Regulations Amending the Pulp and Paper Effluent Regulations, it was agreed that the joint chairs correspond with the Minister of Department of Environment and Climate Change with respect to certain comments made by the committee.

In the matter of SOR/78-830 — Wood Buffalo National Park Game Regulations, it was agreed that counsel to the committee correspond with the Chief Executive Officer of Parks Canada with respect to certain comments made by the committee.

In the matter of SOR/2002-76 — Marine Activities in the Saguenay - St. Lawrence Marine Park Regulations, it was agreed that counsel to the committee correspond with the Chief Executive Officer of Parks Canada with respect to certain comments made by the committee.

In the matter of SOR/2005-206 — Regulations Amending the National Parks of Canada Fishing Regulations, it was agreed that counsel to the committee correspond with the Chief Executive Officer of Parks Canada with respect to certain comments made by the committee.

In the matter of SOR/2010-140 — Regulations Amending Certain Regulations Made Under the Canada National Parks Act (Miscellaneous Program), it was agreed that counsel to the committee correspond with the Chief Executive Officer of Parks Canada with respect to certain comments made by the committee.

In the matter of SOR/2011-217 — Regulations Amending the National Historic Parks General Regulations (Miscellaneous Program), it was agreed that counsel to the committee correspond with the Chief Executive Officer of Parks Canada with respect to certain comments made by the committee.

In the matter of SOR/2015-134 — Regulations Amending the Historic Canals Regulations (Miscellaneous Program), it was agreed that counsel to the committee correspond with the Chief Executive Officer of Parks Canada with respect to certain comments made by the committee.

In the matter of SOR/2002-1 — Proclamation Amending the Chicken Farmers of Canada Proclamation, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2011-236 — Regulations Amending the Criminal Records Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Public Safety Canada with respect to certain comments made by the committee.

In the matter of SOR/2014-53 — Regulations Amending Certain Regulations Made Under the Canada Post Corporation Act, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Canada Post with respect to certain comments made by the committee.

In the matter of SOR/2009-319 — Rules Amending the Patent Rules, it was agreed that the file be closed.

In the matter of SOR/2015-142 — Regulations Amending and Repealing Certain Regulations Made Under the Health of Animals Act, it was agreed that the file be closed.

In the matter of SOR/2015-185 — By-laws Amending Certain By-laws Made Under the Canadian Payments Act, it was agreed that the file be closed.

In the matter of SOR/2015-229 — Regulations Amending the Canadian Chicken Marketing Quota Regulations, it was agreed that the file be closed.

In the matter of SOR/2015-230 — Regulations Amending the Canadian Chicken Anti-Dumping Regulations, it was agreed that the file be closed.
