The Standing Joint Committee for the Scrutiny of Regulations met this day at 9 a.m., in room 256-S, Centre Block, the joint chairs, the Honourable Senator Joseph A. Day and Mr. Harold Albrecht, presiding.
Representing the Senate: The Honourable Senators Day and Runciman (2).
Also present: The official reporters of the Senate.

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of SOR/98-462 — Regulations Prescribing Certain Firearms and other Weapons, Components and Parts of Weapons, Accessories, Cartridge Magazines, Ammunitions and Projectiles as Prohibited or Restricted, it was agreed that the joint chairs invite officials of the Department of Justice to appear before the committee.
In the matter of SOR/2013-114 — Regulations Amending the Access to Information Regulations and SOR/2013- 115 — Regulations Amending the Privacy Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2015-157 - Regulations Amending the Contraventions Regulations (Miscellaneous Program), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice with respect to certain comments made by the committee.
In the matter of SOR/2008-135 — Order Amending Schedule I to the Access to Information Act and SOR/2008-136 - Order Amending the Schedule to the Privacy Act, it was agreed that the joint chairs correspond with the Clerk of the Privy Council Office with respect to certain comments made by the committee.
In the matter of SOR/2016-82 — Critical Habitat of the Nooksack Dace (Rhinichthys cataractae ssp.) Order, it was agreed that the joint chairs correspond with the Minister of Fisheries and Oceans Canada with respect to certain comments made by the committee.
In the matter of SOR/2011-31 — Regulations Amending the Food and Drug Regulations (Adverse Drug Reaction Reporting), it was agreed that the file be closed.
In the matter of SGM-7 — Weights and Measures Specifications, it was agreed that the file be closed.
In the matter of SOR/2011-261 — Regulations Amending the Off-Road Compression-Ignition Engine Emission Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2015-213 — Regulations Amending the Regulations Prescribing Certain Firearms and Other Weapons, Components and Parts of Weapons, Accessories, Cartridge Magazines, Ammunition and Projectiles as Prohibited or Restricted, it was agreed that the file be closed.
In the matter of SOR/2015-241 — Critical Habitat of the Westslope Cutthroat Trout (Oncorhynchus clarkii lewisi) Alberta Population Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Fisheries and Oceans Canada with respect to certain comments made by the committee.
In the matter of SOR/2016-81 — Critical Habitat of the Northern Madtom (Noturus stigmosus) Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Fisheries and Oceans Canada with respect to certain comments made by the committee.
In the matter of SOR/2016-83 — Critical Habitat of the White Sturgeon (Acipenser transmontanus) Upper Fraser River Population Order; SOR/2016-84 — Critical Habitat of the White Sturgeon (Acipenser transmontanus) Nechako River Population Order; SOR/2016-85 — Critical Habitat of the White Sturgeon (Acipenser transmontanus) Upper Columbia River Population Order; and SOR/2016-86 — Critical Habitat of the White Sturgeon (Acipenser transmontanus) Kootenay River Population Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Fisheries and Oceans Canada with respect to certain comments made by the committee.
In the matter of SOR/2016-200 — Regulations Amending the Contraventions Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/98-465 — Regulations Prescribing Exclusions from Certain Definitions of the Criminal Code (International Sporting Competition Handguns), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice with respect to certain comments made by the committee.
In the matter of SOR/2004-274 — Regulations Amending the Firearms Licences Regulations, it was agreed that the file be closed.
In the matter of SOR/2011-236 — Regulations Amending the Criminal Records Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Public Safety Canada with respect to certain comments made by the committee.
In the matter of SOR/2013-181 — Regulations Amending the Corrections and Conditional Release Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Public Safety Canada with respect to certain comments made by the committee.
In the matter of SOR/2014-304 — Samples of Bodily Substances Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice with respect to certain comments made by the committee.
In the matter of SOR/2014-198 — Firearms Records Regulations (Classification), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Public Safety Canada with respect to certain comments made by the committee.
In the matter of Fees or Charges (Authority to Prescribe) Orders in the Consolidated Index, it was agreed that the file be closed.
