The Standing Joint Committee for the Scrutiny of Regulations met this day at 8:33 a.m., in room 256-S, Centre Block, the joint chair, Mr. Harold Albrecht, presiding.
Members of the committee present: The Honourable Senators Moore, Omidvar and Runciman (3).
Representing the House of Commons: Harold Albrecht, Gary Anandasangaree, John Brassard, Nicola Di Iorio, Kerry Diotte, Pieere-Luc Dusseault, Ali Ehsassi, Fayçal El-Khoury, Bernadette Jordan, Tom Kmiec, Marco Mendicino, and Salma Zahid (12).

Mr. Dusseault moved:
That Ms. Evelyne Borkowski-Parent serve as general counsel to the joint committee.
The question being put on the motion, it was adopted.
The committee considered a draft report (Report No. 90 on — Accessibility of Documents Incorporated by Reference in Federal Regulations). It was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice with respect to certain comments made by the committee.
The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of SOR/2008-222 — Wage Earner Protection Program Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Employment and Social Development Canada with respect to certain comments made by the committee.
In the matter of SI/2015-33 — Order Amending the Canadian Passport Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Immigration, Refugees and Citizenship with respect to certain comments made by the committee.
In the matter of SOR/99-256 — Canada Cooperatives Regulations; SOR/2001-512 — Canada Business Corporations Regulations, 2001; and SOR/2006-75 — Regulations Amending the Canada Business Corporations Regulations, 2001, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Innovation, Science and Economic Development Canada with respect to certain comments made by the committee.
In the matter of SOR/2005-313 — Commercial Vehicle Drivers Hours of Service Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Transport with respect to certain comments made by the committee.
In the matter of SOR/2011-280 — Regulations Amending the Food and Drug Regulations (1614 — Food Additives), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Health with respect to certain comments made by the committee.
In the matter of SOR/2013-82 — Social Insurance Number Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Service Canada with respect to certain comments made by the committee.
In the matter of SOR/2014-302 — Regulations Amending the Canadian International Trade Tribunal Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance Canada with respect to certain comments made by the committee.
In the matter of C.R.C. c. 1551 — Textile Labelling and Advertising Regulations, it was agreed that the joint chairs correspond with the Minister of Competition Bureau Canada with respect to certain comments made by the committee.
In the matter of SOR/96-254 — Processing and Distribution of Semen for Assisted Conception Regulations; SOR/ 2000-299 — Regulations Amending the Processing and Distribution of Semen for Assisted Conception Regulations (1218 — Alternative Tests); and SOR/2000-410 — Regulations Amending the Processing and Distribution of Semen for Assisted Conception Regulations (1238 — Special Access), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken; and it was agreed that the joint chairs correspond with the Minister of Health Canada with respect to certain comments made by the committee.
In the matter of SOR/2009-90 — Regulations Amending the Canadian Aviation Regulations (Parts I, VI and VII), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2016-74 — Regulations Amending the Food and Drug Regulations (Food — Various Subjects), it was agreed that the file be closed.
In the matter of SOR/2016-92 — Regulations Amending the First Nations Property Assessment and Taxation (Railway Rights-of-Way) Regulations, it was agreed that the file be closed.

SI/2105-92— Order Assigning the Honourable Marie-Claude Bibeau to assist the Minister of Foreign Affairs;
