The Standing Joint Committee for the Scrutiny of Regulations met this day at 8:33 a.m., in room 256-S, Centre Block, the joint chairs, the Honourable Senator Joseph A. Day and Mr. Harold Albrecht, presiding.

Representing the Senate: The Honourable Senators Day, Gold and Stewart Olsen (3).

Representing the House of Commons: Harold Albrecht, Vance Badawey, Bob Benzen, Nicola Di Iorio, Kerry Diotte, Pierre-Luc Dusseault, Ali Ehsassi, Fayçal El-Khoury, John Oliver, Churence Rogers, Francis Scarpaleggia and Bev Shipley (12).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of SOR/99-142 — Canada Lands Surveyors Regulations, it was agreed that the joint chairs correspond with the Minister of Justice and Attorney General of Canada with respect to certain comments made by the committee.

In the matter of the Maintenance Dredging Services Tonnage Fee (U1998-2), it was agreed that the joint chairs correspond with the Minister of Fisheries, Oceans and the Canadian Coast Guard with respect to certain comments made by the committee.

The committee reviewed SOR/2015-212 — National Energy Board Act, Part VI (Oil and Gas) Regulations.

In the matter of SOR/2015-152 — Regulations Amending the Freezing Assets of Corrupt Foreign Officials (Tunisia and Egypt) Regulations and SOR/2016-41 — Regulations Amending the Freezing Assets of Corrupt Foreign Officials (Tunisia and Egypt), it was agreed that legal counsel for the committee correspond with the Designated Instruments Officer of the Department of Global Affairs with respect to certain comments made by the committee.

In the matter of SOR/2005-143 — Use of Patented Products for International Humanitarian Purposes Regulations, it was agreed that legal counsel for the committee correspond with the Designated Instruments Officers of the Department of Innovation, Science and Economic Development with respect to certain comments made by the committee.

In the matter of SOR/2013-60— Social Security Tribunal Regulations, it was agreed that legal counsel for the committee correspond with the Designated Instruments Officer of the Department of Employment and Social Development with respect to certain comments made by the committee.

In the matter of the Canadian Food Inspection Agency Fees Notice (U2001-1), it was agreed that legal counsel for the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.

In the matter of SOR/2006-124 — Pest Control Products Regulations, it was agreed that legal counsel for the committee review the file at a later date and inform the committee of the action taken.

In the matter of SOR/2008-124 — Bowie Seamount Marine Protected Area Regulations, it was agreed that legal counsel for the committee correspond with the Designated Instruments Officer of the Department of Fisheries and Oceans with respect to certain comments made by the committee.

In the matter of SOR/2003-196 — Natural Health Products Regulations, it was agreed that legal counsel for the committee correspond with the Designated Instruments Officer of the Department of Health with respect to certain comments made by the committee.

In the matter of SOR/2002-301 — Interprovincial Movement of Hazardous Waste Regulations and SOR/97-109 — PCB Waste Export Regulations (1996), it was agreed to report the matter.

In the matter of SOR/2009-90 — Regulations amending the Canadian Aviation Regulations (Parts I, VI and VII), it was agreed that the joint chairs correspond with the Minister of Transport with respect to certain comments made by the committee.

In the matter of SOR/2009-152 — Regulations amending the Canadian Aviation Regulations (Parts I and VII), it was agreed that legal counsel for the committee correspond with the Designated Instruments Officer of the Department of Transport with respect to certain comments made by the committee.

The committee reviewed SOR/2007-113 — Leamy Lake Navigation Channel Regulations.

The committee reviewed SOR/2017-67 — Food Marketing Authorization Amending the Marketing Authorization for Food Additives with Other Generally Accepted Uses.

The committee reviewed SOR/2017-94 — Regulations Amending and Repealing Certain Canadian Food Inspection Agency Regulations.

The committee reviewed the following Statutory Instruments without comment:

SI/2017-45 — Order Designating the Honourable Kent Hehr to be "the Minister'' for the purpose of the Act;

SI/2017-46 — Order Designating the Honourable Ginette C. Petitpas Taylor as the Minister for the purposes of the Act in respect of physical activity and designating the Honourable Kent Hehr as the Minister for the Purposes of the Act in respect of sport;

SOR/2016-198 — Regulations Amending the Canada Student Financial Assistance Regulations;

SOR/2016-199 — Regulations Amending the Canada Student Financial Assistance Regulations and the Apprentice Loans Regulations;

SOR/2016-241 — Regulations Amending the Canadian Chicken Marketing Quota Regulations;
