The Standing Joint Committee for the Scrutiny of Regulations met this day at 8:30 a.m., in room 505, Victoria Building, the joint chair, Mr. Harold Albrecht, presiding.

Representing the Senate: The Honourable Senators Duncan and Mégie (2).

Representing the House of Commons: Harold Albrecht, Vance Badawey, Bob Benzen, Pierre-Luc Dusseault, Fayçal El-Khoury, Don Rusnak, Ramesh Sangha, Francis Scarpaleggia, Martin Shields, Scott Simms and Geng Tan (11).

In attendance: Christina Holke, Joint Clerk of the Committee (House of Commons); Cynthia Kirkby, Acting General Counsel; Penny Becklumb and Geneviève Pilon, Counsel, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any Committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of SOR/2018-276 Regulations Amending Certain Regulations Made Under the Canada Post Corporation Act, it was agreed that counsel to the committee would write to the designated instruments officers at the Department of Public Services and Procurement and Accessibility and the Canada Post Corporation and to the Clerk of the Privy Council to share some of the committee's observations.

In the matter of SOR/2016-174 Glass Doors and Enclosures Regulations, it was agreed that the file be closed, and that counsel to the committee would review the file at a later date and inform the committee of the action taken.

In the matter of SOR/2009-280 Regulations Amending the Canadian Aviation Regulations (Parts I, II and IV to VII), it was agreed that counsel to the committee would write to the designated instruments officer at the Department of Transport to share some of the committee's observations.

In the matter of SOR/2000-184 Regulations Amending and Repealing Certain Regulations Administered and Enforced by the Canadian Food Inspection Agency, 2000-1 (Miscellaneous Program), it was agreed that counsel to the committee would review the file at a later date and inform the committee of the action taken.

In the matter of SOR/2003-196 Natural Health Products Regulations, it was agreed that counsel to the committee would write to the designated instruments officer at the Department of Health to share some of the committee's observations.

In the matter of SOR/2005-379 Assessable Activities, Exceptions and Executive Committee Projects Regulations, it was agreed that counsel to the committee would review the file at a later date and inform the committee of the action taken.

In the matter of SOR/2017-136 Regulations Amending the Application of Provincial Laws Regulations, it was agreed that the file be closed.

In the matter of SOR/2007-31 Vessel Certificates Regulations, it was agreed that counsel to the committee would write to the designated instruments officer at the Department of Transport to share some of the committee's observations.

In the matter of SOR/96-335 Air Transportation Regulations — Amendment, it was agreed that counsel to the committee would write to the designated instruments officer at the Department of Transport to share some of the committee's observations.

In the matter of SOR/2018-33 Regulations Amending the Canada Grain Regulations, it was agreed that counsel to the committee would review the file at a later date and inform the committee of the action taken.

In the matter of SOR/2018-109 Regulations Amending the Immigration and Refugee Protection Regulations (Temporary Resident — Romania), it was agreed that counsel to the committee would write to the designated instruments officer at the Department of Immigration, Refugees and Citizenship to share some of the committee's observations.

In the matter of SOR/2016-299 Regulations Amending the Contraventions Regulations and SOR/2017-251 Regulations Amending the Contraventions Regulations, it was agreed that the file be closed.

In the matter of SOR/2018-254 Regulations Amending Certain Department of Justice Regulations (Miscellaneous Program), it was agreed that the file be closed.

In the matter of SOR/2019-95 Order Repealing the Prince Edward Island Cattle Marketing Levies Order, it was agreed that the file be closed.

At 9:26 a.m., the committee adjourned to the call of the joint chairs.
