The Standing Joint Committee for the Scrutiny of Regulations met this day at 8:30 a.m., in room 505, Victoria Building, the joint chair, the Honourable Harold Albrecht, presiding.
Representing the Senate: The Honourable Senator Mégie (1).
Representing the House of Commons: Harold Albrecht, Vance Badawey, Bob Benzen, Pierre-Luc Dusseault, Fayçal El-Khoury, James Maloney, Larry Miller, Ramesh Sangha, Francis Scarpaleggia, Martin Shields, Scott Simms and Geng Tan (12).
In attendance: Jubilee Jackson, Joint Clerk of the Committee (House of Commons); Cynthia Kirkby, Acting Senior Counsel to the Committee; Penny Becklumb, Counsel to the Committee; and Geoffrey Hilton, Counsel, Parliamentary Information and Research Service, Library of Parliament.
Also present: The official reporters of the Senate.
The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any Committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of SOR/2001-390, Form of Proxy (Banks and Bank Holding Companies) Regulations, Ms. Anderson made a statement and, together with Ms. Ryan, answered questions.
At 8:53 a.m., the committee suspended.
At 8:55 a.m., the committee resumed.
In the matter of SOR/2018-114, Regulations amending the Special Economic Measures (Venezuela) Regulations, and SOR/2015-220, Order amending the Export Control List, it was agreed that a Global Affairs Canada representative be invited to appear on March 21, 2019.
In the matter of SOR/2015-152, Regulations amending the Freezing Assets of Corrupt Foreign Officials (Tunisia and Egypt) Regulations, and SOR/2016-41, Regulations amending the Freezing Assets of Corrupt Foreign Officials (Tunisia and Egypt) Regulations, it was agreed that committee counsel correspond with the Designated Instruments Officer of Global Affairs Canada with respect to certain comments made by the committee.
In the matter of SOR/2006-231, Regulations amending the Canada Labour Standards Regulations, it was agreed that committee counsel correspond with the Designated Instruments Officer of Employment and Social Development Canada with respect to certain comments made by the committee.
In the matter of SOR/2011-136, Regulations amending the Great Lakes Pilotage Regulations, it was agreed that committee counsel correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SI/2017-71, Justice for Victims of Corrupt Foreign Officials Permit Authorization Order, and SOR/ 2017-233, Justice for Victims of Corrupt Foreign Officials Regulations, it was agreed that committee counsel correspond with the Designated Instruments Officer of Global Affairs Canada with respect to certain comments made by the committee.
The committee examined SOR/2018-55, Regulations amending the Quebec Fishery Regulations, 1990.
In the matter of SOR/2018-219, Regulations amending the Metal and Diamond Mining Effluent Regulations, it was agreed that the file be closed.
At 9:28 a.m., the committee adjourned to the call of the chair.
