The Standing Joint Committee for the Scrutiny of Regulations met this day at 8:30 a.m., in room 256-S, Centre Block, the joint chairs, the Honourable Joseph A. Day and Mr. Harold Albrecht, presiding.
Representing the Senate: The Honourable Senators Day and Mégie (2).
Representing the House of Commons: Harold Albrecht, Bob Benzen, Ali Ehsassi, Fayçal El-Khoury, David Graham (for Vance Badawey), Richard Martel (for Pierre-Luc Dusseault), Larry Miller, Sherry Romanado (for Ramesh Sangha), Francis Scarpaleggia, Jati Sidhu, and Geng Tan (11).
Other member present: Gord Johns (1).
In attendance: Marc-Olivier Girard, Joint Clerk of the Committee (House of Commons), Cynthia Kirkby, Acting General Counsel, Penny Becklumb, Counsel, and Shawn Abel, Counsel, Parliamentary Information and Research Services, Library of Parliament.

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., (1985), c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

The joint chairs made an opening statement.
Mr. Bélanger made a statement on the marginal notes (SF2016-3) and, together with Mr. Blasioli, answered questions.
At 9:19 a.m., the committee suspended.
At 9:20 a.m., the committee resumed.
On SOR/93-382, Prince Edward Island Cattle Marketing Levies Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Agriculture with respect to certain comments made by the committee.
On SOR/96-194, Base Metal Coins Regulations, 1996, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance with respect to certain comments made by the committee.
On SOR/2007-90, Rules Amending the Patent Rules, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Innovation, Science and Economic Development with respect to certain comments made by the committee.
On SOR/2016-82, Critical Habitat of the Nooksack Dace (Rhinichthys cataractae ssp.) Order and SOR/2011-139, Establishing Timelines for Comprehensive Studies Regulations, it was agreed that the joint chairs correspond with the Minister of Fisheries, Oceans and the Canadian Coast Guard with respect to certain comments made by the committee.
On SOR/2017-230, Order Amending the Import Control List, it was agreed that the joint chairs correspond with the Minister of International Trade Diversification with respect to certain comments made by the committee.
On SOR/86-1004, Regulations Amending the Atlantic Pilotage Authority Non-compulsory Area Regulations, as amended by SOR/2007-60, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Transportation with respect to certain comments made by the committee.
On SOR/2017-251, Regulations Amending the Contraventions Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice with respect to certain comments made by the committee.
On SOR/2018-48, Order Amending the Canadian Broiler Hatching Egg Marketing Levies Order, it was agreed that counsel to the committee review its status at a later date and inform the committee of the action taken.
At 9:58 a.m., the committee adjourned to the call of the chair.
