The Standing Joint Committee for the Scrutiny of Regulations met this day at 8:31 a.m., in room 256-S, Centre Block, the joint chairs, the Honourable Senator Joseph A. Day and Mr. Harold Albrecht, presiding.
Representing the Senate: The Honourable Senator Day (1).
Representing the House of Commons: Harold Albrecht, Vance Badawey, Bob Benzen, Anju Dhillon, Nicola Di Iorio, Kerry Diotte, Ali Ehsassi, Fayçal El-Khoury, John Oliver, Brigitte Sansoucy (for Pierre-Luc Dusseault), Francis Scarpaleggia and David Tilson (12).
Also present: Christine Holke, Joint Clerk of the Committee (House of Commons); Evelyne Borkowski-Parent, General Counsel, and Shawn Abel, Counsel, Parliamentary Information and Research Service, Library of Parliament.
In attendance: The official reporters of the Senate.
By unanimous consent, it was agreed that the committee proceed in camera and that, notwithstanding usual practice, members' assistants be permitted to remain in the room;
That the committee allow the transcription of the in camera portion of today's meeting, and that the general counsel keep a copy in her office for consultation by committee members.
By unanimous consent, it was agreed that the committee adopt the first report of the Subcommittee on Agenda and Procedure of the Standing Joint Committee for the Scrutiny of Regulations, which stipulates:
1. That the Joint Chairs would write to the Parliamentary Librarian regarding the memorandum of understanding between the Standing Joint Committee for the Scrutiny of Regulations and the Library of Parliament.
2. That the Joint Chairs would meet with the Speakers of the Senate and the House of Commons.
3. That the Committee would meet in camera on Thursday, November 30, 2017, to study the report of its subcommittee.
The committee discussed future business.
At 9:41 a.m., the committee adjourned to the call of the joint chairs.
