Pursuant to the order of the Senate of Thursday, September 22, 2022 and the order of the House of Commons of Thursday, June 23, 2022, the Special Joint Committee on the Declaration of Emergency met this day in room 025-B, West Block, and with videoconference, at 6:37 p.m. ET, the joint chair, Mr. Matthew Green, presiding.

Representing the Senate: The Honourable Senators Boniface, Harder, P.C. and Patterson (3).

Representing the House of Commons: Rachel Bendayan, Larry Brock, Rhéal Éloi Fortin, Matthew Green, Glen Motz, Yasir Naqvi and Arif Virani (7).

Participating in the meeting: Ferda Simpson, Procedural Clerk, Senate Committees Directorate; Stephanie Feldman and Colin Sawatzky, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on March 3, 2022 and the House of Commons on Wednesday, March 2, 2022, the committee continued its review of the exercise of powers and the performance of duties and functions pursuant to the declaration of emergency that was in effect from Monday, February 14, 2022, to Wednesday, February 23, 2022.

GiveSendGo:

Jacob Wells, Co-Founder (by videoconference).

Canadian Bankers Association:

Angelina Mason, General Counsel and Vice-President (by videoconference).

Canadian Credit Union Association:

Michael Hatch, Vice-President, Government Relations.

Kim Wilford and Jacob Wells each made a statement and answered questions.

The Honourable Senator Harder, P.C. moved:

That the committee continue to meet while the bells are sounded to call senators to a recorded division in the Senate Chamber, and during said recorded division in the Senate Chamber.

The question being put on the motion, it was adopted.

At 7:04 p.m., Mr. Fortin took the chair.

At 7:10 p.m., Mr. Green took the chair.

At 7:28 p.m., Mr. Fortin took the chair.

At 7:34 p.m., Mr. Green took the chair.

Mr. Virani moved that Jacob Wells be invited to join the second panel of the meeting.

After debate, the question being put on the motion, it was negatived on the following vote:

NAYS

The Honourable Senators Boniface, Harder, P.C. and Patterson and Mr. Brock, Mr. Fortin and Mr. Motz – [6]

At 7:52 p.m., the committee suspended.

At 8:03 p.m., the committee resumed.

Angelina Mason and Michael Hatch each made a statement and answered questions.

At 8:30 p.m., Mr. Fortin took the chair.

At 8:35 p.m., Mr. Green took the chair.

Ms. Bendayan moved:

That the members of the committee call on GiveSendGo to appear before the committee by Thursday, December 1, 2022, at the latest.

After debate, it was agreed that debate on the motion be adjourned.

At 9:09 p.m., Mr. Fortin took the chair.

At 9:14 p.m., Mr. Green took the chair.

The Honourable Senator Boniface moved:

That a member of the Independent Senators Group be designated to attend meetings of the committee in the absence of the Honourable Senator Boniface.

The question being put on the motion, it was adopted.

A point of order was raised by Ms. Bendayan concerning a member from the Senate ceding their speaking time to a member from the House of Commons.

After debate, the chair ruled the point of order out of order.

Mr. Fortin moved:

That the second panel of the meeting on Thursday November 24, 2022, be shortened by 30 minutes, with that time following the panel dedicated to an in camera discussion of the workplan and other committee business.

After debate, the question being put on the motion, it was adopted.

It was agreed that GiveSendGo be reinvited to appear before the committee on December 1, 2022, with opening remarks to be provided in writing beforehand, and that the time provided for their appearance be taken from the second panel of that meeting.

At 9:38 p.m., it was agreed that the committee adjourn to the call of the chair.
