Pursuant to the order of the Senate of Thursday, September 22, 2022, and of Tuesday, October 17, 2023, and the order of the House of Commons of Thursday, June 23, 2022, the Special Joint Committee on the Declaration of Emergency met this day in camera, in room 025-B, West Block, and with videoconference, at 6:39 p.m. ET, the joint chair, Mr. Matthew Green, presiding.

Representing the Senate: The Honourable Senators Boniface, Carignan, P.C., Harder, P.C., and Patterson (Nunavut) (4).

Representing the House of Commons: Larry Brock, Rhéal Éloi Fortin, Matthew Green, Kevin Lamoureux, James Maloney, Glen Motz and Sherry Romanado (7).

Participating in the meeting: Iryna Zazulya and Bashar Abu Taleb, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, March 3, 2022, the committee continued its review of the exercise of powers and the performance of duties and functions pursuant to the declaration of emergency that was in effect from Monday, February 14, 2022, to Wednesday, February 23, 2022.

At 7:03 p.m., the committee suspended.

At 7:11 p.m., the committee resumed.

It was agreed that the committee welcome the proposal of the Clerk of the Privy Council in his letter of November 14, 2023, to support and collaborate with the committee and invite representatives of the Privy Council Office to testify for a two-hour session to enlighten the committee on the issues related to the production of documents in both official languages by the Public Order Emergency Commission and the Privy Council Office, and that an index of the documents be made available to the committee.

It was agreed that the index be provided as soon as possible or that an explanation as to why it cannot be provided be given; that a reasonable timeline as to when it could be provided in both official languages be given to the committee by December 5, 2023; and that the index include the title, the subject matter, the date, the number of pages and the language of the document, either English or French.

At 7:31 p.m., the committee adjourned to the call of the joint chairs.
