Pursuant to the order of the Senate of Thursday, September 22, 2022 and of Tuesday, October 17, 2023, and the order of the House of Commons of Thursday, June 23, 2022, the Special Joint Committee on the Declaration of Emergency met this day in camera, in room 025-B, West Block, and with videoconference, at 6:34 p.m. ET, the joint chair, the Honourable Gwen Boniface, presiding.
Representing the Senate: The Honourable Senators Boniface, Carignan, P.C., Deacon (Nova Scotia) and Harder, P.C. (4).
Representing the House of Commons: Rachel Bendayan, Larry Brock, Matthew Green, James Maloney, Glen Motz and Sherry Romanado (6).
Representing the House of Commons by videoconference: Rhéal Éloi Fortin (1).
Participating in the meeting: Iryna Zazulya, Analyst, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Thursday, March 3, 2022 and the House of Commons on Wednesday, March 2, 2022, the committee continued its review of the exercise of powers and the performance of duties and functions pursuant to the declaration of emergency that was in effect from Monday, February 14, 2022, to Wednesday, February 23, 2022.
The joint chair informed the committee of a vacancy in the vice-chair for the House of Commons and presided over the election of a vice-chair.
It was agreed that Rachel Bendayan be elected as vice-chair of this committee.
It was agreed that, in relation to the access to information request received by the Royal Canadian Mounted Police and communicated to the committee on July 28, 2023, to which documents related to the committee’s proceedings are responsive, the committee instruct the joint clerks to authorize the disclosure of said documents, with the understanding that they remain protected by parliamentary privilege.
At 6:39 p.m., the committee adjourned to the call of the joint chairs.
