Pursuant to the order of the Senate of Thursday, September 19, 2024, and the order of the House of Commons of Thursday, June 23, 2022, the Special Joint Committee on the Declaration of Emergency met this day in camera, in room 035-B, West Block, and with videoconference, at 6:30 p.m. ET, the joint chair, the Honourable Gwen Boniface, presiding.

Representing the Senate: The Honourable Senators Boniface, Harder, P.C., and Smith (3).

Representing the House of Commons: Rachel Bendayan, Larry Brock, Rhéal Éloi Fortin, Matthew Green, James Maloney and Glen Motz (6).

Representing the House of Commons by videoconference: Yasir Naqvi (1).

Participating in the meeting: Iryna Zazulya and Ariel Shapiro, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, March 3, 2022, and the House of Commons on Wednesday, March 2, 2022, the committee continued its review of the exercise of powers and the performance of duties and functions pursuant to the declaration of emergency that was in effect from Monday, February 14, 2022, to Wednesday, February 23, 2022.

It was agreed that the draft report, as amended, be adopted.

It was agreed that the report be entitled: “Review of the Exercise of Powers and the Performance of Duties and Functions Pursuant to the Declaration of Emergency that was in effect from February 14, 2022, to February 23, 2022”.

It was agreed that the co-chairs, co-clerks and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed that, pursuant to Standing Order 109 of the House of Commons, the committee request that the government table a comprehensive response to the report.

It was agreed that dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the co-clerks of the committee, no later than on November 26, 2024.

Ordered, - That the co-chairs present the report to the House of Commons and Senate.

At 6:39 p.m., the committee adjourned to the call of the joint chairs.
