Pursuant to the order of the Senate of Thursday, September 19, 2024, and the order of the House of Commons of Thursday, June 23, 2022, the Special Joint Committee on the Declaration of Emergency met this day in camera, in room 035-B, West Block, and with videoconference, at 6:32 p.m. ET, the joint chair, Mr. Matthew Green, presiding.
Representing the Senate: The Honourable Senators Boniface, Carignan, P.C., Harder, P.C., and Smith (4).
Representing the House of Commons: Rachel Bendayan, Larry Brock, Rhéal Éloi Fortin, Matthew Green and James Maloney (5).
Representing the House of Commons by videoconference: Yasir Naqvi (1).
Acting members from the House of Commons: Ted Falk for Glen Motz (1).
Participating in the meeting: Iryna Zazulya and Ariel Shapiro, analysts, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Thursday, March 3, 2022, and the House of Commons on Wednesday, March 2, 2022, the committee continued its review of the exercise of powers and the performance of duties and functions pursuant to the declaration of emergency that was in effect from Monday, February 14, 2022, to Wednesday, February 23, 2022.
The committee considered a draft interim report.
It was agreed to adopt the draft interim report as amended.
It was agreed that the co-chairs, clerks and the analysts be authorized to make grammatical and editorial changes as may be necessary, without changes to the substantive substance of the report.
Ordered, - That the co-chairs present the report to the Senate and the House of Commons.
It was agreed that dissenting or supplementary opinions be in 12-point Calibri, left-aligned and single-spaced, and that they be submitted electronically in both official languages to the joint clerks of the committee no later than October 4, 2024.
The committee considered a draft final report.
At 7:26 p.m., the committee suspended.
At 7:35 p.m., the committee resumed.
At 8:09 p.m., the committee adjourned to the call of the joint chairs.
