The Standing Joint Committee for the Scrutiny of Regulations met at 8:30 a.m., this day, in room 256-S, Centre Block, the joint chair, the Honourable Senator Bob Runciman, and the vice-chair, Mr. Mauril Bélanger, presiding.
Representing the Senate: The Honourable Senators Batters, Hervieux-Payette, P.C., Moore, Nancy Ruth, Runciman, Smith, P.C. (Cobourg), Tannas and Unger (8).
Representing the House of Commons: Dan Albas, Stella Ambler, Rob Anders, Mauril Bélanger, Patrick Brown, Rob Clarke, François Pilon and Anne Minh-Thu Quach (8).
Acting member present for the House of Commons: Marie-Claude Morin for Paulina Ayala (1).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of Proposals for a Miscellaneous Statute Law Amendment Act, 2014, it was agreed that counsel to the committee correspond with the Designated Instruments Officers of Transport Canada, Aboriginal Affairs and Northern Development Canada and the Privy Counsel Office with respect to certain comments made by the committee.
In the matter of SOR/76-373 — Prince Edward Island Potato Marketing Levies Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Agriculture and Agri-Food Canada with respect to certain comments made by the committee and send a copy of the letter to the Treasury Board.
In the matter of SOR/2011-262 — Regulations Amending the Immigration and Refugee Protection Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Citizenship and Immigration Canada with respect to certain comments made by the committee.
In the matter of SOR/97-6 — Feeds Regulations, 1983, amendment; SOR/97-9 — Seeds Regulations, amendment; and SOR/2001-274 — Regulations Amending the Seeds Regulations, it was agreed that the joint chairs correspond with the Minister of Agriculture and Agri-Food Canada with respect to certain comments made by the committee.
In the matter of SOR/2005-370 — Order Amending the Schedule to the Customs Tariff, 2005-3 (Textiles and Apparel), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2013-28 — Regulations Amending the Railway Interswitching Regulations; and SOR/2013-207 — Regulations Amending the Railway Interswitching Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2006-124 — Pest Control Products Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Health Canada with respect to certain comments made by the committee.
In the matter of SOR/78-830 — Wood Buffalo National Park Game Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/94-753 — Indian Oil and Gas Regulations, 1995, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2002-76 — Marine Activities in the Saguenay-St. Lawrence Marine Park Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2005-175 — Regulations Amending the Reporting of Imported Goods Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of C.R.C. c. 1551 — Textile Labelling and Advertising Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Competition Bureau Canada with respect to certain comments made by the committee.
In the matter of SOR/96-252 — Seeds Regulations, amendment, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/2000-416 — Regulations Amending the Health of Animals Regulations; and SOR/2003-409 — Regulations Amending the Health of Animals Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/2011-22 — Textile Flammability Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2010-245 — Canadian Press Pension Plan Solvency Deficiency Funding Regulations, 2010, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance Canada with respect to certain comments made by the committee.
In the matter of SOR/2011-84 — Regulations Amending the Establishment Licensing Fees Regulations (1056), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Health Canada with respect to certain comments made by the committee.
In the matter of SOR/2014-40 — Regulations Amending the Tariff Classification Advance Rulings Regulations (Miscellaneous Program), it was agreed that the file be closed.
In the matter of SOR/2014-78 — Regulations Amending the 2-Butoxyethanol Regulations, it was agreed that the file be closed.
