The Standing Joint Committee for the Scrutiny of Regulations met at 8:33 a.m., this day, in room 356-S, Centre Block, the joint chair, the Honourable Senator Bob Runciman and the vice-chair, Mr. Garry Breitkreuz, presiding.
Representing the Senate: The Honourable Senators Batters, Moore, Nancy Ruth, Runciman, Smith, P.C. (Cobourg), and Tkachuk (6).
Representing the House of Commons: Dan Albas, Paulina Ayala, Mauril Bélanger, Garry Breitkreuz, Patrick Brown, Rob Clarke, Larry Maguire and François Pilon (8).
Acting members present for the House of Commons: Jonathan Tremblay for Anne Minh-Thu Quach (1).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of SOR/94-439 — National Parks Camping Regulations, amendment; SOR/94-512 — National Parks General Regulations, amendment; and SOR/2000-183 — Regulations Amending and Repealing Certain Regulations Administered and Enforced by the Canadian Food Inspection Agency, 1999-2 (Miscellaneous Program), the committee considered a draft report.
It was agreed that the report be adopted.
In the matter of SI/2009-102 — Order Fixing the Date of the Coming into Force of Certain Sections of the Act, it was agreed to report the matter.
In the matter of SOR/92-631 — Vinyl Chloride Release Regulations, 1992, it was agreed that the joint chairs correspond with the Minister of Environment Canada with respect to certain comments made by the committee.
In the matter of SOR/2004-109 — Regulations Amending the Pulp and Paper Effluent Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Environment Canada with respect to certain comments made by the committee.
In the matter of SOR/2005-346 — Protection of Passenger Information Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canada Border Services Agency with respect to certain comments made by the committee.
In the matter of SOR/2012-161 — By-law Amending Certain By-laws Made Under the Canadian Payments Act, it was agreed that counsel to the committee enter into conversation with the Designated Instruments Officer of the Department of Finance Canada with respect to certain comments made by the committee.
In the matter of SOR/2008-104 — Regulations Amending Certain Regulations Made under the Motor Vehicle Safety Act (Miscellaneous Program), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2013-143 — Regulations Establishing the Periods Within Which Eligible Authors, Eligible Performers and Eligible Makers not Represented by Collective Societies Can Claim Private Copying Remuneration, it was agreed that the file be closed.
In the matter of SOR/2012-255 — Oath or Solemn Affirmation of Office Rules (Immigration and Refugee Board), it was agreed that the file be closed.
In the matter of SOR/95-105 — On Board Trains Occupational Safety and Health Regulations, amendment, it was agreed that counsel to the committee correspond with the Assistant-Deputy Minister of the Human Resources and Skills Development Canada with respect to certain comments made by the committee.
In the matter of SI/2012-37 — Order Amending the Canadian Passport Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Foreign Affairs and International Trade Canada with respect to certain comments made by the committee.
In the matter of SOR/2002-301 — Interprovincial Movement of Hazardous Waste Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Environment Canada with respect to certain comments made by the committee.
In the matter of SOR/2005-178 — Cigarette Ignition Propensity Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2013-87 — Marketing Authorization for Maximum Residue Limits for Veterinary Drugs in Foods, it was agreed that the joint chairs correspond with the Minister of Health Canada with respect to certain comments made by the committee.
In the matter of SOR/2013-79 — Regulations Amending the Fertilizers Regulations, it was agreed that the file be closed.
In the matter of SOR/2013-173 — Regulations Repealing the Ontario Greenhouse Vegetable Appointed Shippers' Procedures (Interprovincial and Export) Regulations, it was agreed that the file be closed.
