The Standing Joint Committee for the Scrutiny of Regulations met at 8:30 a.m., this day, in Room 256-S, Centre Block, the joint chairs, the Honourable Senator Denise Batters and Ms. Chris Charlton, presiding.

Representing the Senate: The Honourable Senators Batters, Hervieux-Payette, P.C., McInnis, Moore and Runciman (5).

Representing the House of Commons: Dan Albas, Rob Anders, Paulina Ayala, Mauril Bélanger, Garry Breitkreuz, Chris Charlton, Rob Clarke, François Pilon and Maurice Vellacott (9).

Acting member present for the House of Commons: Blaine Calkins for Patrick Brown and Laurin Liu for Anne Minh-Thu Quach (2).

In attendance: The official reporters of the Senate.

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of Orders Made by Boards and Agencies under the Agricultural Products Marketing Act, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Farm Products Council of Canada with respect to certain comments made by the committee.

In the matter of SOR/2014-175 — Regulations Amending the British Columbia Sex Offender Information Registration Regulations, it was agreed that the file be closed.

In the matter of SOR/2006-50 — Canadian Forces Members and Veterans Re-establishment and Compensation Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Veterans Affairs Canada with respect to certain comments made by the committee.

In the matter of SOR/2012-138 — Firearms Information Regulations (Non-restricted Firearms), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Public Safety with respect to certain comments made by the committee. It was also agreed that counsel to the committee review their status once Bill C-42 has proceeded through all steps of the legislative process and return the matter to the committee's agenda at that point.

In the matter of SOR/90-264 — Marine Machinery Regulations, it was agreed that counsel to the committee review their status at a later date and provide periodic updates to the committee.

In the matter of SOR/2005-62 — Canada Production Insurance Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Agriculture and Agri-Food Canada with respect to certain comments made by the committee.

In the matter of SOR/2012-135 — Regulations Amending the Sulphur in Diesel Fuel Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Environment Canada with respect to certain comments made by the committee.

In the matter of SOR/2013-117 — Regulations Amending Certain Regulations Made Under the Motor Vehicle Safety Act, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2014-17 — Regulations Amending the Collision Regulations, it was agreed that the joint chairs correspond with the Minister of Transport Canada with respect to certain comments made by the committee.

In the matter of SOR/2001-32 — Controlled Goods Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2005-380 — Decision Body Time Periods and Consultation Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2001-34 — Regulations Amending the Export Permits Regulations; and SOR/2003-216 — Regulations Amending the Export Permits Regulations (Miscellaneous Program), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2005-383 — Regulations Amending the Accounting for Imported Goods and Payments of Duties Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canada Border Services Agency with respect to certain comments made by the committee.

In the matter of SOR/2008-97 — Administrative Monetary Penalties Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.

In the matter of SOR/2009-162 — Chromium Electroplating, Chromium Anodizing and Reverse Etching Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2012-71 — Regulations Amending Certain Regulations Made under the Canada Consumer Product Safety Act (Miscellaneous Program), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2011-139 — Establishing Timelines for Comprehensive Studies Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2013-169 — Regulations Amending the Central Registry of Divorce Proceedings Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice Canada with respect to certain comments made by the committee.

In the matter of SOR/2012-161 — By-law Amending Certain By-laws Made Under the Canadian Payments Act, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2014-23 — Regulations Amending the Health of Animals Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.

In the matter of SOR/2011-164 — Regulations Amending the List of Tariff Provisions Set out in the Schedule to the Customs Tariff, 2011, it was agreed that the file be closed.

SOR/2014-134 — Regulations Amending the Canada Disability Savings Regulations, it was agreed that the file be closed.
