The Standing Joint Committee for the Scrutiny of Regulations met at 8:30 a.m., this day, in Room 256-S, Centre Block, the joint chair, the Honourable Senator Bob Runciman and the vice-chair, Mr. Mauril Bélanger, presiding.
Representing the Senate: The Honourable Senators Batters, Hervieux-Payette, P.C., Moore, Nancy Ruth, Runciman, Tannas and Unger (7).
Representing the House of Commons: Dan Albas, Stella Ambler, Rob Anders, Mauril Bélanger, Garry Breitkreuz, Patrick Brown, Rob Clarke, François Pilon, Anne Minh-Thu Quach and Maurice Vellacott (10).
Acting member present for the House of Commons: Annick Papillon for Paulina Ayala (1).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of Canadian Aviation Regulations, it was agreed that counsel meet with the Designated Instruments Officer of Transport Canada and report the results of that meeting to the committee at a meeting in the fall of 2014.
In the matter of SOR/2011-281 — Regulations Amending the Food and Drug Regulations (1618 — Food Additive), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2013-64 — Regulations Amending the Employment Insurance Regulations, it was agreed that the joint chairs correspond with the Minister of Employment and Social Development Canada, with copy sent to the Department of Justice Canada, with respect to certain comments made by the committee.
In the matter of SOR/2013-252 — Regulations Amending the Canadian Hatching Egg Producers Quota Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Farm Products Council of Canada with respect to certain comments made by the committee.
In the matter of SOR/2008-185 — American Consumption of Softwood Lumber Products Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Foreign Affairs, Trade and Development Canada with respect to certain comments made by the committee.
In the matter of SOR/2008-120 — Vessel Operation Restriction Regulations; SOR/2010-34 — Regulations Amending the Vessel Operation Restriction Regulations; and SOR/2010-226 — Regulations Amending the Vessel Operation Restriction Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2006-50 — Canadian Forces Members and Veterans Re-establishment and Compensation Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Veterans Affairs Canada with respect to certain comments made by the committee.
In the matter of SI/2013-125 — Withdrawal from Disposal of Certain Tracts of Territorial Lands in the Northwest Territories (Ts'ude niline Tu'eyeta [Ramparts River and Wetlands]) Order, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SI/2013-126 — Withdrawal from Disposal of Certain Tracts of Territorial Lands in the Northwest Territories (Dehcho Region) Order, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/88-58 — Air Transportation Regulations; and SOR/96-335 — Air Transportation Regulations, amendment, it was agreed that counsel will meet with the officials and report the results of that meeting to the committee.
In the matter of SOR/94-118 — Timber Regulations, 1993, it was agreed that, should the matter not be resolved by September 2014, counsel for the committee will write to the Minister of Natural Resources Canada.
In the matter of SOR/2007-76 — Regulations Amending the Food and Drug Regulations (1158 — Food Additives), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Health Canada with respect to certain comments made by the committee.
In the matter of SOR/2008-181 — Regulations Amending the Food and Drug Regulations (1369 — Interim Marketing Authorizations), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2011-197 — Regulations Amending the Government Contracts Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/84-432 — Licensing and Arbitration Regulations; and SOR/96-363 — Licensing and Arbitration Regulations, amendment, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/91-365 — Pari-Mutuel Betting Supervision Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/98-2 — Regulations Amending the Fish Inspection Regulations; and SOR/99-169 — Regulations Amending the Fish Inspection Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2006-193 — Regulations Amending the Egg Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of C.R.C. c. 1238 — Northwest Territories Reindeer Regulations, it was agreed that the file be closed.
