The Standing Joint Committee for the Scrutiny of Regulations met at 8:33 a.m., this day, in room 256-S, Centre Block, the joint chairs, the Honourable Senator Denise Batters and Ms. Chris Charlton, presiding.
Representing the Senate: The Honourable Senators Batters, McInnis, Meredith, Moore, Runciman and Smith, P.C. (Cobourg) (6).
Representing the House of Commons: Dan Albas, Rob Anders, Mauril Bélanger, Ray Boughen, John Carmichael, Chris Charlton, Corneliu Chisu, François Pilon, Anne Minh-Thu Quach, Djaouida Sellah and Maurice Vellacott (11).
Also present: David Chandonnet, Joint Clerk of the Committee (House of Commons); Peter Bernhardt, General Counsel and Shawn Abel, Counsel, Parliamentary Information and Research Service, Library of Parliament.
In attendance: The official reporters of the Senate.
The committee considered a draft budget.
Mr. Dan Albas moved:
That the following budget application for the fiscal year ending March 31, 2016 in the amount of $10,000 (Senate portion - $3,000, House of Commons portion - $7,000) be approved for submission to the Senate Standing Committee on Internal Economy, Budgets and Administration with a request for funding of the Senate portion in the amount of $3,000 for General Expenses.
The question being put on the motion, it was adopted.
At 8:35 a.m., the committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of SOR/2013-64 — Regulations Amending the Employment Insurance Regulations, the committee began its consideration of a draft report.
The Honourable Senator Runciman moved:
That the report be adopted.
After debate, the question being put on the motion, it was adopted.
In the matter of SOR/2014-17 — Regulations Amending the Collision Regulations, it was agreed that the file be closed.
In the matter of SOR/2008-124 — Bowie Seamount Marine Protected Area Regulations:

That the joint chairs invite Tiffany Caron, Director, Legislative and Regulatory Affairs, Fisheries and Oceans Canada to appear before the committee.

In the matter of SOR/2009-90 — Regulations Amending the Canadian Aviation Regulations (Parts I, VI and VII), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SI/2012-37 — Order Amending the Canadian Passport Order, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
At 9:09 a.m., Ms. Sellah replaced Ms. Ayala as a member of the committee.
In the matter of SOR/2013-28 — Regulations Amending the Railway Interswitching and Regulations; and SOR/ 2013-207 — Regulations Amending the Railway Interswitching Regulations, it was agreed that the file be closed.
In the matter of SOR/2008-180 — Principal Protected Notes Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance with respect to certain comments made by the committee.
In the matter of SOR/2009-257 — Credit Business Practices (Banks, Authorized Foreign Banks, Trust and Loan Companies, Retail Associations, Canadian Insurance Companies and Foreign Insurance Companies) Regulations, it was agreed that counsel to the committee communicate with the Designated Instruments Officer of the Department of Finance with respect to certain comments made by the committee.
In the matter of SOR/2011-98 — Deposit Type Instruments Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance with respect to certain comments made by the committee.
In the matter of SOR/2011-99 — Registered Products Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance with respect to certain comments made by the committee.
In the matter of SOR/2009-280 — Regulations Amending the Canadian Aviation Regulations (Parts I, II and IV to VII), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/78-830 — Wood Buffalo National Park Game Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2005-178 — Cigarette Ignition Propensity Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2005-247 — New Substances Notification Regulations (Chemicals and Polymers), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2011-294 — Regulations Amending the Environmental Emergency Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2013-125 — Regulations Amending the Royal Canadian Mounted Police Pension Continuation Regulations and the Royal Canadian Mounted Police Superannuation Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the the Royal Canadian Mounted Police with respect to certain comments made by the committee.
In the matter of SOR/2009-166 — Regulations Amending the Contraventions Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice with respect to certain comments made by the committee.
In the matter of SOR/2013-181 — Regulations Amending the Corrections and Conditional Release Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Public Safety Canada with respect to certain comments made by the committee.
In the matter of SOR/2014-239 — Order Amending the Export Control List, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2014-305 — Regulations Amending the Canada Labour Standards Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
