The Standing Joint Committee for the Scrutiny of Regulations met at 8:34 a.m., this day, in room 256-S, Centre Block, the joint chair, the Honourable Senator Denise Batters and the vice-chair, Mr. Breitkreuz, presiding.

Representing the Senate: The Honourable Senators Batters, Charette-Poulin, Hervieux-Payette, P.C., Meredith and Runciman (5).

Representing the House of Commons: Dan Albas, Stella Ambler, Rob Anders, Paulina Ayala, Garry Breitkreuz, Patrick Brown, Chris Charlton and Maurice Vellacott (8).

Acting member present for the House of Commons: Marc Garneau for Mauril Bélanger, Ted Falk for Rob Clarke, Denis Blanchette for Anne Minh-Thu Quach and Rathika Sitsabaiesan for François Pilon (4).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of Canadian Aviation Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/92-631 — Vinyl Chloride Release Regulations, 1992, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2013-105 — Regulations Amending the Great Lakes Pilotage Tariff Regulations, it was agreed that the joint chairs correspond with the Minister of Transport Canada with respect to certain comments made by the committee. It was also agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.

In the matter of SOR/2003-274 — Chicken Farmers of Canada Delegation of Authority Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Farm Products Council of Canada with respect to certain comments made by the committee.

In the matter of SOR/2004-109 — Regulations Amending the Pulp and Paper Effluent Regulations, it was agreed that the joint chairs correspond with the Minister of Environment Canada with respect to certain comments made by the committee.

In the matter of SOR/92-609 — Radio Regulations, 1986, amendment, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Radio-television and Telecommunications Commission with respect to certain comments made by the committee.

In the matter of SOR/2002-22 — Canadian Chicken Licensing Regulations; SOR/2004-2 — Regulations Amending the Canadian Chicken Licensing Regulations; SOR/2007-249 — Regulations Amending the Canadian Chicken Licensing Regulations; SOR/2010-76 — Regulations Amending the Canadian Chicken Licensing Regulations; and SOR/2011-244 — Regulations Amending the Canadian Chicken Licensing Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Farm Products Council of Canada with respect to certain comments made by the committee.

In the matter of SOR/2014-18 — Order Repealing the Special Economic Measures (Syria) Permit Authorization Order, it was agreed that the file be closed.

In the matter of SOR/2005-151 — Canada Education Savings Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Employment and Social Development Canada with respect to certain comments made by the committee.

In the matter of C.R.C. c. 1551Textile Labelling and Advertising Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/94-668 — Canada Labour Standards Regulations, amendment; and SOR/2006-231 — Regulations Amending the Canada Labour Standards Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Employment and Social Development Canada with respect to certain comments made by the committee.

In the matter of SOR/2009-315 — Canada Oil and Gas Drilling and Production Regulations; SOR/2009-316 — Newfoundland Offshore Petroleum Drilling and Production Regulations; and SOR/2009-317 — Nova Scotia Offshore Petroleum Drilling and Production Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2002-34 — Canadian Chicken Anti-Dumping Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Farm Products Council of Canada with respect to certain comments made by the committee.

In the matter of SOR/2002-36 — Canadian Chicken Marketing Quota Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Farm Products Council of Canada with respect to certain comments made by the committee.

In the matter of SOR/2011-1 — Rules Amending the Rules of Procedure for Boards of Review, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2011-300 — Regulations Amending the Fish Health Protection Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SI/2013-105 — Order Amending the Withdrawal from Disposal of Certain Tracts of Territorial Lands in the Northwest Territories (South Slave Region) Order, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SI/2014-35 — Withdrawal from Disposal of Certain Tracts of Territorial Lands in the Northwest Territories (South Slave and North Slave Regions) Order, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SI/2014-39 — Withdrawal from Disposal of Certain Tracts of Territorial Lands in the Northwest Territories (Central and Eastern Portions of the South Slave Region) Order, it was agreed that the file be closed.

In the matter of SOR/2002-35 — Canadian Chicken Marketing Levies Order; SOR/2006-180 — Order Amending the Canadian Chicken Marketing Levies Order; and SOR/2007-251 — Order Amending the Canadian Chicken Marketing Levies Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Farm Products Council of Canada with respect to certain comments made by the committee.

In the matter of SOR/2014-90 — Order Amending the Export Control List, it was agreed that the file be closed.

In the matter of SOR/2014-102 — Regulations Amending the Seaway Property Regulations, it was agreed that the file be closed.

In the matter of SOR/2014-142 — Regulations Amending the Canada Occupational Health and Safety Regulations (Miscellaneous Program), it was agreed that the file be closed.

SI/2014-23 — Remission Order in Respect of Fees for the Replacement of Permanent Resident Cards (Alberta);

SI/2014-24 — Remission Order in Respect of Fees for the Issuance of Passports, Certificates of Identity and Refugee Travel Documents in Relation to Individuals who Died Following the Lac-Mégantic Explosion in Quebec;

SI/2014-25 — Remission Order in Respect of Fees for the Replacement of Permanent Resident Cards and the Issuance of Passports, Certificates of Identity and Refugee Travel Documents (Lac-Mégantic, Quebec);

SI/2014-46 — Order Fixing August 1, 2014 as the Day on which the Act Comes into Force;

SI/2014-47 — Order Fixing the Day on which this Order is made as the Day on which Section 44 of the Act Comes into Force;
