Pursuant to the order of the Senate of February 10, 2022 and the order of the House of Commons of November 25, 2021, the Standing Joint Committee for the Scrutiny of Regulations met this day in room W120, 1 Wellington Street, and with videoconference, at 11:07 a.m. ET, the joint chairs, the Honourable Yuen Pau Woo and Blake Richards, presiding.
Representing the Senate by videoconference: The Honourable Senators Dean and Woo (2).
Representing the House of Commons: Élisabeth Brière, Peter Fragiskatos, Taleeb Noormohamed, Blake Richards and Chris Warkentin (5).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any Committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of SOR/2002-421, Canadian Forces Employment Equity Regulations, (Before the Committee on May 15, 2008, October 8, 2009, November 21, 2013, May 19, 2016, February 16, 2017 and June 6, 2019), it was agreed that the file be closed.
In the matter of Interim Orders Respecting the Use of Model Aircraft (U2017-1), it was agreed that the joint chairs correspond with the Minister of Transport with respect to certain comments made by the committee.
In the matter of Interim Order(s) Respecting Battery-powered Hand-held Lasers (U2018-3), it was agreed that the joint chairs correspond with the Minister of Transport with respect to certain comments made by the committee.
In the matter of Interim Order(s) to Prevent Certain Persons from Boarding Flights to Canada due to COVID-19, Nos. 1-10 (U2020-2), it was agreed that the joint chairs correspond with the Minister of Transport with respect to certain comments made by the committee.
In the matter of Interim Order(s) to Prevent Certain Persons from Boarding Flights in Canada due to COVID-19, Nos. 1-7 (U2020-3), it was agreed that the joint chairs correspond with the Minister of Transport with respect to certain comments made by the committee.
In the matter of SI/2019-33, Order Designating Certain Members of the Queen’s Privy Council for Canada to be Minister for the Purposes of this Act and Certain Sections of that Act in Certain Circumstances: (1) the Minister of Public Safety and Emergency Preparedness; (2) the Minister of Transport; and (3) the Minister of Foreign Affairs, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Privy Council Office with respect to certain comments made by the committee.
In the matter of SOR/2008-124, Bowie Seamount Marine Protected Area Regulations (Before the Committee on November 4, 2010, June 6, 2013, March 12, 2015, May 14, 2015, December 8, 2016 and March 1, 2018), it was agreed that the file be closed.
In the matter of SOR/2012-143, Regulations Amending the Broadcasting Distribution Regulations (Before the Committee on February 16, 2017), it was agreed that the file be closed.
In the matter of SOR/2017-11, Regulations Amending the Export of Substances on the Export Control List Regulations, it was agreed that the file be closed.
In the matter of SOR/2018-202, Regulations Amending the Schedule 1 Chemicals Regulations (Chemical Weapons Convention), it was agreed that the file be closed.
In the matter of SOR/2019-61, Regulations Amending Certain Regulations Made Under the Special Economic Measures Act, it was agreed that the file be closed.
In the matter of SOR/2020-46, Regulations Amending the Chromium Electroplating, Chromium Anodizing and Reverse Etching Regulations, and SOR/2009-162, Chromium Electroplating, Chromium Anodizing and Reverse Etching Regulations, it was agreed that both files be closed.
In the matter of SOR/2020-92, Regulations Amending the Immigration and Refugee Protection Regulations, it was agreed that the file be closed.
The committee considered the following Statutory Instruments without comment: SI/2018-57, Order terminating the assignment of the Honourable (1) Kirsty Duncan; (2) Bardish Chagger; (3) Marie-Claude Bibeau; (4) Maryam Monsef; and (5) Kirsty Duncan; SI/2018-58, Order designating the Department of Industry to provide support to the Minister of Science; SI/2018-59, Order designating the Department of Industry to provide support to the Minister of Small Business and Tourism; SI/2018-60, Order designating the Department of Canadian Heritage to provide support to the Minister of Sport and Persons with Disabilities; SI/2018-63, Order designating the Department of (1) Foreign Affairs, Trade and Development; (2) Canadian Heritage; and (3) Industry to provide support to the Minister of La Francophonie; SI/2018-64, Order assigning the Honourable Dominic LeBlanc, a Minister of State to assist the Minister of Indian Affairs and Northern Development; SI/2018-66, Order designating the Minister of Status of Women, a member of the Queen’s Privy Council for Canada, to co-ordinate policy with respect to the status of women and administer related programs; SI/2018-67, Order designating the Minister of Science, a member of the Queen’s Privy Council for Canada, as the Minister for the purposes of the Natural Sciences and Engineering Research Council Act and as the appropriate Minister for the purposes of the Financial Administration Act; SI/2018-68, Order Designating the Minister of Science, a member of the Queen’s Privy Council for Canada, as the Minister for the purposes of the Social Sciences and Humanities Research Council Act and as the appropriate Minister for the purposes of the Financial Administration Act; SI/2018-70, Order designating the Minister of Health, a member of the Queen’s Privy Council for Canada, as the Minister for the purposes of that Act in respect of physical activity and designating the Minister of Sport and Persons with Disabilities, a member of the Queen’s Privy Council for Canada, as the Minister for the purposes of that Act in respect of sport; SI/2018-71, Transfer of Duties Order; SI/2018-72, Transfer of Duties Order; SI/2018-73, Order designating the Minister of Small Business and Tourism, a member of the Queen’s Privy Council for Canada, as the Minister for the purposes of that Act; SI/2018-74, Order designating the Minister of Small Business and Tourism, a member of the Queen’s Privy Council for Canada, as the Minister for the purposes of that Act; SI/2018-75, Order designating the Minister of Small Business and Tourism, a member of the Queen’s Privy Council for Canada, (1) as the Designated Minister for the purposes of the Business Development Bank of Canada Act; and (2) as the appropriate Minister with respect to the Business Development Bank of Canada for the purposes of the Financial Administration Act; SI/2018-76, Order designating the Honourable Carla Qualtrough, a Minister of the Crown, to be “the Minister” for the purposes of that Act; SI/2018-79, Order designating the Minister of Democratic Institutions, a member of the Queen’s Privy Council for Canada, as the responsible Minister for the purposes of that Act; SI/2018-80, Order designating the Minister of Democratic Institutions, a member of the Queen’s Privy Council for Canada, as the responsible minister for the purposes of that Act; SI/2018-88, Order Designating the President of the Queen’s Privy Council for Canada to be the Minister referred to in the Act.
