Pursuant to the order of the Senate of February 10, 2022 and the order of the House of Commons of November 25, 2021, the Standing Joint Committee for the Scrutiny of Regulations met this day in room W120, 1 Wellington Street and with videoconference at 11:01 a.m. ET, the joint chairs, the Honourable Yuen Pau Woo and Mr. Blake Richards, presiding.
Representing the Senate: The Honourable Senators Dalphond, Greene and Woo (3).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any Committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of SOR/2019-175, Regulations Repealing the Publication of Statutes Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Justice Canada with respect to certain comments made by the committee.
In the matter of SOR/2015-212, Regulations Amending the National Energy Board Act Part VI (Oil and Gas) Regulations, it was agreed that the file be closed.
In the matter of SOR/2017-166, Regulations Amending the Patented Medicines (Notice of Compliance Regulations, 2017), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Innovation, Science and Economic Development Canada with respect to certain comments made by the committee.
At 11:33 a.m., the committee suspended.
At 11:34 a.m., the committee resumed in camera.
At 11:43 a.m., the committee resumed in public.
In the matter of SOR/2015-152, Regulations Amending the Freezing Assets of Corrupt Foreign Officials (Tunisia and Egypt) Regulations, and of SOR/2016-41, Regulations Amending the Freezing Assets of Corrupt Foreign Officials (Tunisia and Egypt) Regulations, it was agreed that the files be closed.
In the matter of SOR/2017-217, Regulations Amending the Regulations Designating Regulatory Provisions for Purposes of Enforcement (Canadian Environmental Protection Act, 1999), it was agreed that the file be closed.
In the matter of SOR/2016-31, Regulations Amending the Veterans Health Care Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SI/2017-24, Order Amending the List of Wildlife Species at Risk (Decisions Not to Add Certain Species) Order (Miscellaneous Program) and SI/2019-81, Order Amending the List of Wildlife Species at Risk (Decisions Not to Add Certain Species) Order (Miscellaneous Program), it was agreed that both files be closed.
In the matter of SOR/2009-197, Volatile Organic Compound (VOC) Concentration Limits for Automotive Refinishing Products Regulations, it was agreed that the file be closed.
In the matter of SOR/2009-264, Volatile Organic Compound (VOC) Concentration Limits for Architectural Coatings Regulations, it was agreed that the file be closed.
In the matter of SOR/2019-245, Regulations Amending the Metal and Diamond Mining Effluent Regulations, it was agreed that the file be closed.
In the matter of SOR/2020-87, Regulations Amending the Application of Provincial Laws Regulations, and of SOR/2018-286, Regulations Amending the Application of Provincial Laws Regulations and the Contraventions Regulations (Miscellaneous Program), it was agreed that the files be closed.
