Pursuant to the orders of the Senate of February 10, 2022 and February 1, 2023 and the Standing Orders of the House of Commons, the Standing Joint Committee for the Scrutiny of Regulations met this day in room W120, 1 Wellington Street, and with videoconference, at 11:06 a.m. ET, the joint chairs, the Honourable Yuen Pau Woo and Dan Albas, presiding.
Representing the Senate: The Honourable Senators Dalphond, Dean and Woo (3).
Representing the House of Commons: Dan Albas, Scot Davidson, Tim Louis, Denis Trudel, Len Webber and Sameer Zuberi (6).

The committee proceeded to consider its permanent order of reference, as set out in section 19 of the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any Committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of SOR/2014-176, Status of the Artist Act Procedural Regulations and SOR/2014-242, Regulations Amending the Status of the Artist Act Procedural Regulations, it was agreed that committee counsel write to the Chairperson of the Canada Industrial Relations Board with respect to certain comments made by the committee and that the Chairperson be invited to appear.
In the matter of SOR/2017-285, Regulations Amending the Nuclear Liability and Compensation Regulations, it was agreed that the file be closed.
In the matter of SOR/2006-352, Regulations Amending the Canadian Aviation Regulations (Parts I and IV), it was agreed that committee counsel write to the Designated Instruments Officer of the Department of Transport with respect to certain comments made by the committee.
In the matter of SOR/2015-227, Regulations Amending the Canadian Chicken Licensing Regulations and SOR/2017-212, Regulations Amending the Canadian Chicken Licensing Regulations, it was agreed that committee counsel write to the Designated Instruments Officer of the Farm Products Council of Canada with respect to certain comments made by the committee.
In the matter of SOR/2016-79, Order Amending the Canadian Broiler Hatching Egg Marketing Levies Order, it was agreed that the file be closed.
In the matter of SOR/2021-119, Regulations Repealing Certain Regulations Made Under the Pilotage Act (Tariff Regulations — Miscellaneous Program), it was agreed that this file as well as SOR/2017-83, Regulations Amending the Pacific Pilotage Tariff Regulations, SOR/2020-58, Regulations Amending the Pacific Pilotage Tariff Regulations, SOR/2020-57, Regulations Amending the Atlantic Pilotage Tariff Regulations,1996, SOR/2018-52, Regulations Amending the Laurentian Pilotage Tariff Regulations, and SOR/2020-85, Regulations Amending the Laurentian Pilotage Tariff Regulations, also be closed.
In the matter of SOR/2022-230, Regulations Repealing the Great Lakes Pilotage Tariff Regulations (Miscellaneous Program), it was agreed that this file as well as SOR/2017-105, Regulations Amending the Great Lakes Pilotage Tariff Regulations, SOR/2019-56, Regulations Amending the Great Lakes Pilotage Tariff Regulations, and SOR/2020-59, Regulations Amending the Great Lakes Pilotage Tariff Regulations, also be closed.
In the matter of SOR/2008-80, Regulations Amending the Laurentian Pilotage Authority Regulations, SOR/2018-78, Regulations Amending the Laurentian Pilotage Authority Regulations, SOR/2011-136, Regulations Amending the Great Lakes Pilotage Regulations, SOR/2014-36, Regulations Amending the Atlantic Pilotage Authority Regulations and SOR/2020-211, Regulations Amending the Pacific Pilotage Regulations, it was agreed that the files be closed.
