Pursuant to the order of the Senate of February 10, 2022 and the order of the House of Commons of November 25, 2021, the Standing Joint Committee for the Scrutiny of Regulations met this day in room W120, 1 Wellington Street and with videoconference at 11:02 a.m. ET, the joint chairs, the Honourable Yuen Pau Woo and Mr. Blake Richards, presiding.
Representing the Senate: The Honourable Senator Dalphond (1).
Representing the Senate by videoconference: The Honourable Senators Dean and Woo (2).
Representing the House of Commons: Élisabeth Brière, Jean-Denis Garon, Kristina Michaud, Taleeb Noormohamed, Blake Richards and Chris Warkentin (6).
Representing the House of Commons by videoconference: Shaun Chen, Peter Fragiskatos, Iqwinder Gaheer, Randall Garrison, Dave MacKenzie and Len Webber (6).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any Committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
It was agreed that, unless otherwise ordered, each committee member be allowed to have one staff member present at in camera meetings and that one individual staff member from each recognized party or parliamentary group be allowed to be present; and
That the committee allow the transcription of in camera meetings and that one copy be kept in the office of the General Counsel for consultation by committee members.
At 11:04 a.m., the committee suspended.
At 11:04 a.m., the committee resumed in camera.
At 11:29 a.m., the committee resumed in public.
In the matter of SOR/94-276, Canadian Forces Superannuation Regulations amendment, Mr. Warkentin moved that the Minister of National Defence be invited to appear before the committee.
After debate, the question being put on the motion, it was adopted on the following vote:

In the matter of SOR/2018-108, Safe Food for Canadians Regulations, the matter was deferred to a future meeting of the committee.
In the matter of SOR/2017-110, Regulations Amending Certain Regulations Made Under Sections 140, 209 and 286.1 of the Canadian Environmental Protection Act, 1999, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Environment and Climate Change Canada with respect to certain comments made by the committee.
In the matter of SI/2018-97, Order Fixing the day on which this Order is registered as the day on which subsection 10(2) and section 15 of that Act come into force, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Privy Council Office with respect to certain comments made by the committee.
In the matter of SI/2019-29, Withdrawal from Disposal of Certain Tracts of Territorial Lands in Nunavut (Kivalliq area) Order, the matter was deferred to a future meeting of the committee.
In the matter of SOR/2018-134, Regulations Amending the Canadian Aviation Regulations (Designated Provisions — Projection of Directed Bright Light Source at an Aircraft), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2006-352, Regulations Amending the Canadian Aviation Regulations (Parts I & IV), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
At 12:53 p.m., the committee adjourned to the call of the joint chairs.
