The Standing Joint Committee for the Scrutiny of Regulations met at 8:30 a.m., this day, in Room 256-S, Centre Block, the joint chairs, the Honourable Senator Bob Runciman and Ms. Françoise Boivin, presiding.

Representing the Senate: The Honourable Senators Braley, Frum, Harb, Runciman and Verner, P.C. (5).

Representing the House of Commons: Dan Albas, Paulina Ayala, Françoise Boivin, Garry Breitkreuz, Corneliu Chisu, Jim Hillyer, Massimo Pacetti, David Wilks and Terence Young (9).

Acting members present for the House of Commons: Pierre Jacob for Pierre Dionne Labelle and Colin Mayers for Maurice Vellacott (2).

That the following budget application in the amount of $12,500 be approved:

At 8:31 a.m., the committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of SOR/2002-352 — Regulations Amending the Canadian Aviation Regulations (Parts I, VI and VIII), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2010-28 — Order Exempting Bands from the Operation of Section 32 of the Indian Act, it was agreed that the joint chairs correspond with the Minister of Indian Affairs and Northern Development with respect to certain comments made by the committee.

In the matter of SOR/2010-276 — Regulations Amending the Firearms Marking Regulations; SOR/2011-103 — Regulations Amending the Firearms Licences Regulations; and SOR/2011-111 — Regulations Amending the Firearms Fees Regulations, it was agreed that the files be closed.

In the matter of SOR/2008-278 — Regulations Amending the Manitoba Fishery Regulations, 1987, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Fisheries and Oceans Canada with respect to certain comments made by the committee.

In the matter of SOR/2001-532 — Telecommunications Apparatus Regulations, it was agreed that the joint chairs correspond with the Minister of Industry Canada with respect to certain comments made by the committee.

In the matter of SOR/2006-275 — Solvency Funding Relief Regulations; and SOR/2009-182 — Solvency Funding Relief Regulations, 2009, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2007-295 — Regulations Amending the Letter Mail Regulations; SOR/2007-296 — Regulations Amending the International Letter-post Items Regulations; and SOR/2007-297 — Regulations Amending the Special Services and Fees Regulations, it was agreed that the files be closed.

In the matter of SOR/94-276 — Canadian Forces Superannuation Regulations, amendment; and SOR/94-277 — Defence Services Pension Continuation Regulations, amendment, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2007-33 — Regulations Amending the Canadian Forces Superannuation Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of National Defence with respect to certain comments made by the committee.

In the matter of SOR/2001-34 — Regulations Amending the Export Permits Regulations; and SOR/2003-216 — Regulations Amending the Export Permits Regulations (Miscellaneous Program), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Foreign Affairs and International Trade Canada with respect to certain comments made by the committee.

In the matter of SOR/2002-18 — Regulations Amending the Competency of Operators of Pleasure Craft Regulations; and SOR/2007-124 — Regulations Amending the Competency of Operators of Pleasure Craft Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.

In the matter of SOR/94-753 — Indian Oil and Gas Regulations, 1995, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2006-352 — Regulations Amending the Canadian Aviation Regulations (Parts I and IV), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2010-261 — Cribs, Cradles and Bassinets Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2011-185 — Regulations Amending the Insurance Business (Cooperative Credit Associations) Regulations, it was agreed that the file be closed.

In the matter of SOR/2011-196 — Regulations Amending Certain Office of the Superintendant of Financial Institutions Regulations (Miscellaneous Program), it was agreed that the file be closed.

In the matter of SOR/2011-232 — Order Amending the Schedule to the Customs Tariff, 2011-2, it was agreed that the file be closed.

In the matter of SOR/2011-301 — Regulations Amending Certain Regulations Made Under Subsection 93(1) of the Canadian Environmental Protection Act, 1999 (Miscellaneous Program), it was agreed that the file be closed.
