The Standing Joint Committee for the Scrutiny of Regulations met at 8:31 a.m., this day, in room 256-S, Centre Block, the joint chairs, the Honourable Senator Bob Runciman and Ms. Chris Charlton, presiding.

Representing the Senate: The Honourable Senators Batters, Bellemare, Braley, Harb, Hervieux-Payette, P.C., Moore and Runciman (7).

Representing the House of Commons: Rob Anders, Paulina Ayala, Garry Breitkreuz, Chris Charlton, Réjean Genest, Brian Masse, Massimo Pacetti, Mark Strahl, Maurice Vellacott and Wai Young (10).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of SOR/2002-36 — Canadian Chicken Marketing Quota Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2003-284 — Regulations Amending the Canada Grain Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2012-138 — Firearms Information Regulations (Non-restricted Firearms), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Public Safety Canada with respect to certain comments made by the committee.

In the matter of SOR/92-631 — Vinyl Chloride Release Regulations, 1992, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Environment Canada with respect to certain comments made by the committee.

In the matter of SI/2008-85 — Certain Fees Relating to Export Certification Remission Order; SI/2008-86 — Certain Fees Relating to Feeder Cattle Imported from the United States Remission Order; and SI/2008-87 — Certain Fees Relating to Registered Establishments Remission Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.

In the matter of SOR/76-373 — Prince Edward Island Potato Marketing Levies Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Farm Products Council of Canada with respect to certain comments made by the committee.

In the matter of SOR/84-432 — Licensing and Arbitration Regulations; and SOR/96-363 — Licensing and Arbitration Regulations, amendment, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.

In the matter of SOR/2009-20 — Regulations Amending the Wild Animal and Plant Trade Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/97-85 — Regulations Amending the Health of Animals Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.

In the matter of SOR/2003-274 — Chicken Farmers of Canada Delegation of Authority Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Farm Products Council of Canada with respect to certain comments made by the committee.

In the matter of SOR/2010-221 — Regulations Amending the Narcotic Control Regulations (Miscellaneous Program), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Health Canada with respect to certain comments made by the committee.

In the matter of SOR/2008-126 — Regulations Amending the Gasoline Regulations, it was agreed that the file be closed.

In the matter of SOR /2010-134 — Regulations Amending the Gasoline Regulations, it was agreed that the file be closed.

In the matter of SOR/95-25 — Investment Canada Regulations, amendment, it was agreed that the file be closed.

In the matter of SOR/99-142 — Canada Lands Surveyors Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2003-6 — Regulations Amending Certain Regulations Administered and Enforced by the Canadian Food Inspection Agency, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2008-268 — Regulations Amending the Industrial Design Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of C.R.C. c. 1486 — Small Fishing Vessel Inspection Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/95-26 — Special Import Measures Regulations, amendment; and SOR/2000-138 — Regulations Amending the Special Import Measures Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance Canada with respect to certain comments made by the committee.

In the matter of SOR/2002-1 — Proclamation Amending the Chicken Farmers of Canada Proclamation, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Farm Products Council of Canada with respect to certain comments made by the committee.

In the matter of SOR/2003-343 — Canadian Artists and Producers Professional Relations Tribunal Procedural Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Artists and Producers Professional Relations Tribunal with respect to certain comments made by the committee.

In the matter of SOR/2010-222 — Regulations Amending the Food and Drug Regulations (Miscellaneous Program), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2012-239 — Regulations Amending the Political Activities Regulations, it was agreed that the file be closed.

In the matter of SOR/2012-286 — Regulations Amending and Repealing Certain Canadian Food Inspection Agency Regulations (Miscellaneous Program), it was agreed that the file be closed.

In the matter of SOR/2012-289 — Regulations Amending the Veterans Health Care Regulations and the Canadian Forces Members and Veterans Re-establishment and Compensation Regulations, it was agreed that the file be closed.
