The Standing Joint Committee for the Scrutiny of Regulations met at 8:30 a.m., this day, in room 256-S, Centre Block, the joint chairs, the Honourable Senator Bob Runciman and Ms. Chris Charlton, presiding.
Representing the Senate: The Honourable Senators Bellemare, Braley, Harb, Hervieux-Payette, P.C., Moore, Runciman and Verner, P.C. (7).
Representing the House of Commons: Dan Albas, Rob Anders, Paulina Ayala, Ray Boughen, Garry Breitkreuz, Patrick Brown, Chris Charlton, Réjean Genest, Andrew Saxton and Maurice Vellacott (10).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of SOR/2005-293 — Basin Head Marine Protected Area Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/96-143 — Veterinary Drug Evaluation Fees Regulations, it was agreed that the file be closed.
In the matter of SI/2009-102 — Order Fixing the Date of the Coming into Force of Certain Sections of the Act, it was agreed that the joint chairs correspond with the Minister of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2006-199 — Regulations Amending the Canadian Aviation Regulations (Parts I, VI, VII and VIII), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2011-191 — Order Amending the Schedule to the Customs Tariff (Harmonized System Conversion, 2012), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance Canada with respect to certain comments made by the committee.
In the matter of SOR/2012-62 — Order 2011-87-12-02 Amending the Domestic Substances List, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2002-262 — Cost of Borrowing (Authorized Foreign Banks) Regulations; and SOR/2002-263 — Cost of Borrowing (Retail Associations) Regulations, it was agreed that the files be closed.
In the matter of SOR/2008-218 — Polybrominated Diphenyl Ethers Regulations, it was agreed that the file be closed.
In the matter of SOR/94-785 — Retirement Compensation Arrangements Regulations, No. 1, it was agreed that the file be closed.
In the matter of SOR/2006-241 — Regulations Amending the Food and Drug Regulations (Data Protection), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Health Canada with respect to certain comments made by the committee.
In the matter of SOR/2006-3472 — Butoxyethanol Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Environment Canada with respect to certain comments made by the committee.
In the matter of SOR/2007-33 — Regulations Amending the Canadian Forces Superannuation Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/96-254 — Processing and Distribution of Semen for Assisted Conception Regulations; SOR/ 2000-299 — Regulations Amending the Processing and Distribution of Semen for Assisted Conception Regulations (1218 — Alternative Tests); and SOR/2000-410 — Regulations Amending the Processing and Distribution of Semen for Assisted Conception Regulations (1238 — Special Access), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Health Canada with respect to certain comments made by the committee.
In the matter of SOR/98-2 — Regulations Amending the Fish Inspection Regulations; and SOR/99-169 — Regulations Amending the Fish Inspection Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/2009-324 — Regulations Amending the Esquimalt Graving Dock Regulations, 1989, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Public Works and Government Services Canada with respect to certain comments made by the committee.
In the matter of SOR/2011-205 — Regulations Amending Certain Regulations Administered and Enforced by the Canadian Food Inspection Agency, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/2010-128 — Regulations Amending Certain Department of Industry Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Industry Canada with respect to certain comments made by the committee.
In the matter of SOR/2003-363 — Antarctic Environmental Protection Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Environment Canada with respect to certain comments made by the committee.
In the matter of SOR/2005-247 — New Substances Notification Regulations (Chemicals and Polymers), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Environment Canada with respect to certain comments made by the committee.
In the matter of SOR/2012-71 — Regulations Amending Certain Regulations Made Under the Canada Consumer Product Safety Act (Miscellaneous Program), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Health Canada with respect to certain comments made by the committee.
In the matter of SI/2012-3 — Order Repealing Certain Weights and Measures Specifications, it was agreed that the file be closed.
In the matter of SOR/2012-49 — Regulations Amending the Agriculture and Agri-Food Administrative Monetary Penalties Regulations Respecting the Pest Control Products Act and Regulations (Miscellaneous Program), it was agreed that the file be closed.
In the matter of SOR/2012-72 — Regulations Amending the Pest Control Products Sales Information Reporting Regulations (Miscellaneous Program), it was agreed that the file be closed.
In the matter of SOR/2012-102 — Regulations Amending the Airport Vehicle Parking Charges Regulations, it was agreed that the file be closed.
In the matter of SOR/2012-104 — Regulations Amending the Food and Drug Regulations (1635 — Food Additives), it was agreed that the file be closed.
