The Standing Joint Committee for the Scrutiny of Regulations met at 8:31 a.m., this day, in room 256-S, Centre Block, the joint chairs, the Honourable Senator Bob Runciman and Ms. Chris Charlton, presiding.
Representing the Senate: The Honourable Senators Bellemare, Moore, Runciman and Verner, P.C. (4).
Representing the House of Commons: Dan Albas, Rob Anders, Paulina Ayala, Ray Boughen, Garry Breitkreuz, Chris Charlton, Réjean Genest, Massimo Pacetti, Andew Saxton and Maurice Vellacott (10).
Acting members present for the House of Commons: Blaine Calkins for Patrick Brown and John Rafferty fort Brian Masse (2)

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
Pursuant to this order of reference, the committee considered a briefing on Bill S-12 - An Act to amend the Statutory Instruments Act and to make consequential amendments to the Statutory Instruments Regulations, stemming from a request from the Standing Senate Committee on Legal and Constitutional Affairs to participate in public hearings on the bill.
It was agreed that the joint chairs send a letter setting out the committee's position on Bill S-12 to the Standing Senate Committee on Legal and Constitutional Affairs. It was agreed that a copy of the draft letter be forwarded to all members of the Standing Joint Committee for the Scrutiny of Regulations 48 hours prior to being sent to the Standing Senate Committee on Legal and Constitutional Affairs.
At 9:58 a.m., the committee adjourned to the call of the joint chairs.
