The Standing Joint Committee for the Scrutiny of Regulations met at 8:31 a.m., this day, in room 256-S, Centre Block, the joint chairs, the Honourable Bob Runciman and Ms. Françoise Boivin, presiding.
Representing the Senate: The Honourable Senators Braley, Harb, Hervieux-Payette, P.C., Housakos, Moore, Runciman and Verner, P.C. (7).
Representing the House of Commons: Dan Albas, Françoise Boivin, Garry Breitkreuz, Corneliu Chisu, Jim Hillyer, Marc-André Morin, Massimo Pacetti, David Wilks and Terence Young (9).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of SI/2005-2 — Order Giving Notice of Decisions not to add Certain Species to the List of Endangered Species, it was agreed that the file be closed.
In the matter of SOR/89-93 — Ontario Fishery Regulations, 1989, it was agreed that the joint chairs correspond with the Minister of Fisheries and Oceans with respect to certain comments made by the committee.
In the matter of SOR/89-127 — Food and Drug Regulations, amendment, it was agreed that the joint chairs correspond with the Minister of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/91-365 — Pari-Mutual Betting Supervision Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Agriculture and Agri-Food Canada with respect to certain comments made by the committee.
In the matter of SOR/84-432 — Licensing and Arbitration Regulations, it was agreed that the joint chairs correspond with the Minister of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/96-363 — Licensing and Arbitration Regulations, amendment, it was agreed that the joint chairs correspond with the Minister of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/2000-416 — Regulations Amending the Health of Animals Regulations; and SOR/2003-409 — Regulations Amending the Health of Animals Regulations, it was agreed that the joint chairs correspond with the Minister of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/2003-6 — Regulations Amending Certain Regulations Administered and Enforced by the Canadian Food Inspection Agency, it was agreed that the joint chairs correspond with the Minister of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/2002-22 — Canadian Chicken Licensing Regulations; SOR/2004-2 — Regulations Amending the Canadian Chicken Licensing Regulations; SOR/2007-249 — Regulations Amending the Canadian Chicken Licensing Regulations; and SOR/2011-244 — Regulations Amending the Canadian Chicken Licensing Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Farm Products Council of Canada with respect to certain comments made by the committee.
In the matter of SI/2011-58 — Withdrawal from Disposal of Certain Tracts of Territorial Lands in the Northwest Territories (Tuktut Nogait National Park) Order, it was agreed that the file be closed.
In the matter of SI/2011-78 — Withdrawal from Disposal of Certain Tracts of Territorial Lands in Nunavut (Eeyou Marine Region) Order, it was agreed that the file be closed.
In the matter of SOR/93-220 — Historic Canals Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Parks Canada with respect to certain comments made by the committee.
In the matter of SOR/2009-17 — International Bridges and Tunnels Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2009-18 — Regulations Amending Certain Regulations Administered and Enforced by the Canadian Food Inspection Agency, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/95-26 — Special Import Measures Regulations, amendment; and SOR/2000-138 — Regulations Amending the Special Import Measures Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance Canada with respect to certain comments made by the committee.
In the matter of SOR/98-2 — Regulations Amending the Fish Inspection Regulations; and SOR/99-169 — Regulations Amending the Fish Inspection Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/2006-191 — Regulations Amending the Nuclear Security Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2007-76 — Regulations Amending the Food and Drug Regulations (1158 — Food Additives), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2011-54 — Regulations Amending the Immigration and Refugee Protection Regulations, it was agreed that the file be closed.
In the matter of SOR/2011-126 — Regulations Amending the Immigration and Refugee Protection Regulations, it was agreed that the file be closed.
In the matter of SOR/2011-208 — Regulations Amending Certain Regulations Made Under the Customs Act, it was agreed that the file be closed.
