The Standing Joint Committee for the Scrutiny of Regulations met at 8:30 a.m., this day, in room 256-S, Centre Block, the joint chairs, the Honourable Senator Bob Runciman, and Ms. Françoise Boivin, presiding.
Representing the Senate: The Honourable Senators Braley, Gerstein, Harb, Moore, Runciman and Verner, P.C. (6).
Other senator present: The Honourable Senator Demers (1).
Representing the House of Commons: Dan Albas, Paulina Ayala, Françoise Boivin, Garry Breitkreuz, Corneliu Chisu, Pierre Dionne Labelle, Jim Hillyer, Marc-André Morin, Massimo Pacetti, Maurice Vellacott, David Wilks and Terence Young (12).

The question being put on the motion, it was adopted.
At 8:35 a.m., the committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of Miscellaneous Statute Law Amendment Program, it was agreed that counsel to the committee review its status at a later date and inform the committee of the action taken.
In the matter of SOR/94-348 — Royal Canadian Mounted Police Pension Continuation Regulations, amendment; SOR/95-571 — Royal Canadian Mounted Police Superannuation Regulations, amendment; and SOR/98-531 — Regulations Amending the Royal Canadian Mounted Police Superannuation Regulations, it was agreed that the joint chairs correspond with the Minister of Public Safety Canada with respect to certain comments made by the committee.
In the matter of SOR/98-462 — Regulations Prescribing Certain Firearms and other Weapons, Components and Parts of Weapons, Accessories, Cartridge Magazines, Ammunition and Projectiles as Prohibited or Restricted, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice Canada with respect to certain comments made by the committee.
In the matter of SI/2011-90 — Proclamation Giving Notice that the Agreement on Social Security between Canada and Romania and the Administrative Agreement between the Government of Canada and the Government of Romania for the Application of the Agreement on Social Security between Canada and Romania Comes into Force on November 1, 2011, it was agreed that the file be closed.
In the matter of SOR/2010-161 — Regulations Prescribing Certain Offences to be Serious Offences, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice Canada with respect to certain comments made by the committee after which the file would be closed.
In the matter of SOR/99-256 — Canada Cooperatives Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2001-512 — Canada Business Corporations Regulations, 2001, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2006-75 — Regulations Amending the Canada Business Corporations Regulations, 2001, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2005-206 — Regulations Amending the National Parks of Canada Fishing Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/92-620 — Corrections and Conditional Release Regulations; and SOR/96-108 — Corrections and Conditional Release Regulations, amendment, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/93-492 — Maximum Amounts for Destroyed Animals Regulations, 1992, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2001-167 — Regulations Amending the Meat Inspection Regulations, 1990; and SOR/2004- 280 — Regulations Amending the Meat Inspection Regulations, 1990, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2005-178 — Cigarette Ignition Propensity Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2007-196 — Proclamation Amending the Canadian Broiler Hatching Egg Marketing Agency Proclamation, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2004-255 — Regulations Amending the Port Authorities Operations Regulations (Miscellaneous Program), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2008-80 — Regulations Amending the Laurentian Pilotage Authority Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2011-218 — Regulations Amending the Canadian Egg Marketing Agency Quota Regulations, 1986; and SOR/2011-331 — Regulations Amending the Canadian Egg Marketing Agency Quota Regulations, 1986, it was agreed that the files be closed.
In the matter of SOR/2011-322 — Regulations Amending the Medical Devices Regulations (1667 — Miscellaneous Program), it was agreed that the file be closed.
