The Standing Joint Committee for the Scrutiny of Regulations met this day, at 8:31 a.m., in room 256-S, Centre Block, the joint chairs, the Honourable Senator Bob Runciman and Ms. Chris Charlton, presiding.
Representing the Senate: The Honourable Senators Batters, Bellemare, Braley, Moore and Runciman (5).
Representing the House of Commons: Rob Anders, Paulina Ayala, Patrick Brown, Chris Charlton, Réjean Genest, Brian Masse, Massimo Pacetti, Andrew Saxton, Mark Strahl, Maurice Vellacott and Wai Young (11).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of SOR/2005-173 — Regulations Amending the Canadian Aviation Regulations (Parts I, IV, V and VII); and SOR/2005-348 — Regulations Amending the Canadian Aviation Regulations (Parts I and V), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2009-280 — Regulations Amending the Canadian Aviation Regulations (Parts I, II and IV to VII), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SI/2012-100 — Order Fixing December 17, 2012 as the Day on which Subsections 13(4) and (5) of the Act Come into Force, it was agreed that the file be closed.
In the matter of SI/2012-94 — Order Fixing December 15, 2012 as the Day on which Certain Sections of the Act Come into Force, it was agreed that the file be closed.
In the matter of SOR/2004-155 — Schedule I Chemicals Regulations (Chemical Weapons Convention), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Foreign Affairs and International Trade Canada with respect to certain comments made by the committee.
In the matter of C.R.C. c. 1238 — Northwest Territories Reindeer Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/92-609 — Radio Regulations, 1986, amendment, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Radio-television and Telecommunications Commission with respect to certain comments made by the committee.
In the matter of SOR/2006-85 — Regulations Amending the Canadian Aviation Regulations (Parts I and III), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2007-87 — Regulations Amending the Canadian Aviation Regulations (Parts I, III, VI and VII), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2011-284 — Regulations Amending the Canadian Aviation Regulations (Parts I and IV — Conduct of Flight Tests), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/91-365 — Pari-Mutuel Betting Supervision Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice Canada with respect to certain comments made by the committee.
In the matter of SOR/2007-24 — Regulations Amending the Health of Animals Regulations and the Regulations Amending Certain Regulations Administered and Enforced by the Canadian Food Inspection Agency, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the committee.
In the matter of SOR/2006-77 — Regulations Amending the Canadian Aviation Regulations (Parts I, VI and VII), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2006-199 — Regulations Amending the Canadian Aviation Regulations (Parts I, VI, VII and VIII), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2006-352 — Regulations Amending the Canadian Aviation Regulations (Parts I and IV), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2009-90 — Regulations Amending the Canadian Aviation Regulations (Parts I, VI and VII), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2005-354 — Regulations Amending the Canadian Aviation Regulations (Part I), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2010-223 — Regulations Amending the Benzodiazepines and Other Targeted Substances Regulations (Miscellaneous Program), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2007-135 — Phytophthora Ramorum Compensation Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2007-169 — Regulations Amending the Compensation for Destroyed Animals Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2007-129 — Regulations Amending the Ozone-depleting Substances Regulations, 1998, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2008-278 — Regulations Amending the Manitoba Fishery Regulations, 1987, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Fisheries and Oceans Canada with respect to certain comments made by the committee.
In the matter of SOR/2009-128 — Order Amending the Export Control List, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2010-173 — Regulations Amending the Newfoundland and Labrador Fishery Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2011-124 — Regulations Amending the Immigration and Refugee Protection Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Citizenship and Immigration Canada with respect to certain comments made by the committee.
In the matter of SOR/2012-271 — Regulations Amending Certain Regulations Made under the Canada Labour Code, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Justice Canada with respect to certain comments made by the committee.
In the matter of SOR/2013-8 — Regulations Amending the On-Road Vehicle and Engine Emission Regulations (On-Board Diagnostic Systems for Heavy-Duty Engines and Other Amendments), it was agreed that the file be closed.
In the matter of SOR/2013-19 — Canadian Wheat Board (Interim Operations) Regulations, it was agreed that the file be closed.
In the matter of SOR/2013-56 — Regulations Amending the Food and Drug Regulations (1733 — Clinical Trials — Miscellaneous Program), it was agreed that the file be closed.
