The Standing Joint Committee for the Scrutiny of Regulations met at 8:30 a.m., this day, in room 256-S, Centre Block, the joint chairs, the Honourable Senator Bob Runciman and Ms. Chris Charlton, presiding.
Representing the Senate: The Honourable Senators Bellemare, Braley, Fortin-Duplessis, Harb, Hervieux-Payette, P.C., Moore, Runciman and Verner, P.C. (8).
Representing the House of Commons: Rob Anders, Paulina Ayala, Ray Boughen, Garry Breitkreuz, Patrick Brown, Chris Charlton, Réjean Genest, Massimo Pacetti, Andew Saxton and Maurice Vellacott (10).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.
In the matter of SOR/2008-268 — Regulations Amending the Industrial Design Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of Proposed Legislation on Incorporation by Reference, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/84-432 — Licensing and Arbitration Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Agriculture and Agri-Food Canada with respect to certain comments made by the committee.
In the matter of SOR/96-363 — Licensing and Arbitration Regulations, amendment; SOR/2000-416 — Regulations Amending the Health of Animals Regulations; SOR/2003-409 — Regulations Amending the Health of Animals Regulations; and SOR/2003-6 — Regulations Amending Certain Regulations Administered and Enforced by the Canadian Food Inspection Agency, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Agriculture and Agri-Food Canada with respect to certain comments made by the committee.
In the matter of SOR/2002-36 — Canadian Chicken Marketing Quota Regulations, it was agreed that the joint chairs correspond with the Minister of Agriculture and Agri-Food Canada with respect to certain comments made by the committee.
In the matter of SOR/2010-158 — Beef Cattle Research, Market Development and Promotion Levies Order, it was agreed that the joint chairs correspond with the Minister of Agriculture and Agri-Food Canada with respect to certain comments made by the committee and that the file then be closed.
In the matter of SOR/98-443 — Environmental Assessment Review Panel Service Charges Order; and SOR/2012- 146 — Cost Recovery Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Environmental Assessment Agency with respect to certain comments made by the committee.
In the matter of SOR/2011-78 — Freezing Assets of Corrupt Foreign Officials (Tunisia and Egypt) Regulations, it was agreed that the file be closed.
In the matter of SOR/2012-76 — Regulations Amending the Regulations Exempting a Department and Parent Crown Corporations from the Requirements of Subsections 65.1(1) and 131.1(1) of the Financial Administration Act, it was agreed that the file be closed.
In the matter of Maintenance Dredging Services Tonnage Fees, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Fisheries and Oceans Canada with respect to certain comments made by the committee.
In the matter of SOR/78-830 — Wood Buffalo National Park Game Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of Weights and Measures Specifications, SGM-1; Weights and Measures Specifications, SGM-3; and Weights and Measures Specifications, SGM-7, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2011-155 — Regulations Amending the Quebec Fishery Regulations, 1990; and SOR/2012-47 — Regulations Amending the Quebec Fishery Regulations, 1990, it was agreed that the files be closed.
In the matter of SOR/2012-141 — Order Amending the Canadian Chicken Marketing Levies Order, it was agreed that the file be closed.
In the matter of SOR/2011-179 — Regulations Amending the Tobacco Products Information Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Health Canada with respect to certain comments made by the committee.
In the matter of SOR/94-668 — Canada Labour Standards Regulations, amendment; and SOR/2006-231 — Regulations Amending the Canada Labour Standards Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Human Resources and Skills Development Canada with respect to certain comments made by the committee.
In the matter of SOR/2001-390 — Form of Proxy (Banks and Bank Holding Companies) Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance Canada with respect to certain comments made by the committee.
In the matter of SOR/95-105 — On Board Trains Occupational Safety and Health Regulations, amendment, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Human Resources and Skills Development Canada with respect to certain comments made by the committee.
In the matter of SOR/2005-141 — Regulations Amending the Food and Drug Regulations (1402 — Drugs for Developing Countries), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Health Canada with respect to certain comments made by the committee.
In the matter of SOR/2011-1 — Rules Amending the Rules of Procedure for Boards of Review, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2011-22 — Textile Flammability Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2012-16 — Regulations Amending the Food and Drug Regulations (1593 — Clinical Trials — Miscellaneous Program), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SI/2012-21 — Order Amending the Right of Permanent Residence Fees Remission Order, it was agreed that the file be closed.
In the matter of SOR/2009-28 — Regulations Amending the Air Transportation Regulations and the Canadian Transportation Agency Designated Provisions Regulations, it was agreed that the file be closed.
In the matter of SOR/2011-147 — Regulations Amending Certain Regulations Made Under the Broadcasting Act, it was agreed that the file be closed.
In the matter of SOR/2012-21 — Regulations Amending the Alberta Fishery Regulations, 1998, it was agreed that the file be closed.
