Pursuant to the orders of the Senate of February 10, 2022 and February 1, 2023 and the order of the House of Commons of November 25, 2021, the Standing Joint Committee for the Scrutiny of Regulations met this day in room W120, 1 Wellington Street, and with videoconference, at 11:00 a.m. ET, the joint chairs, the Honourable Yuen Pau Woo and Dan Albas, presiding.

Representing the Senate: The Honourable Senators Dean and Woo (2).

Representing the House of Commons: Dan Albas, Élisabeth Brière, Scot Davidson, Jean-Denis Garon, Randall Garrison, Taleeb Noormohamed and Len Webber (7).

The committee proceeded to consider its permanent order of reference, as set out in section 19 of the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any Committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of SOR/2018-108, Safe Food for Canadians Regulations, (before the committee on May 16, 2022), it was agreed that the file be closed.

In the matter of SOR/2018-257, Order Designating Newfoundland and Labrador for the Purposes of Section 347.1 of the Criminal Code, it was agreed that committee counsel write to the Designated Instruments Officer of Department of Justice Canada with respect to certain comments made by the committee and that the file be closed.

In the matter of SI/2019-94, Order Amending the Canadian Security Intelligence Service Act Deputy Heads of the Public Service of Canada Order, it was agreed that committee counsel write to the Designated Instruments Officer of the Privy Council Office with respect to certain comments made by the committee.

In the matter of SOR/2004-109, Regulations Amending the Pulp and Paper Effluent Regulations as amended by SOR/2018-185 (before the committee on November 23, 2006, May 28, 2009, April 29, 2010, November 25, 2010, March 24, 2011, February 27, 2014, May 15, 2014, October 9, 2014, May 28, 2015, April 14, 2016, June 2, 2016, June 16, 2016, February 9, 2017 and February 1, 2018), it was agreed that committee counsel write to the Designated Instruments Officer of Environment and Climate Change Canada with respect to certain comments made by the committee.

In the matter of SI/2018-98, Order Amending the Canadian Orders, Decorations and Medals Directive, 1998 and SI/2019-1, Order authorizing members of the Order of Yukon to wear the insignia of the Order of Yukon, it was agreed that the files be closed.

In the matter of SOR/2019-201, Regulations Amending the Canadian Aviation Regulations (Medical Certificate — Validity Period), it was agreed that the file be closed.

In the matter of SOR/2008-135, Order Amending Schedule I to the Access to Information Act and SOR/2008-136, Order Amending the Schedule to the Privacy Act, it was agreed that the files be closed.

In the matter of SOR/2021-147, Regulations Amending the Freezing Assets of Corrupt Foreign Officials (Ukraine) Regulations (Miscellaneous Program), it was agreed that the file be closed.

In the matter of SOR/2019-143, Order Repealing the United States Surtax Order (Steel and Aluminum), it was agreed that the file be closed.

In the matter of SOR/2022-151, Regulations Amending the Privacy Regulations, it was agreed that the file be closed.

In the matter of SOR/2019-144, Order Repealing the United States Surtax Order (Other Goods), it was agreed that the file be closed.
