Pursuant to the order of the Senate of Thursday, March 3, 2022 and the order of the House of Commons on Wednesday, March 2, 2022, the Special Joint Committee on the Declaration of Emergency met this day in room 425, Wellington Building, and with videoconference, at 6:33 p.m. ET, the joint chair, Mr. Matthew Green, presiding.
Representing the Senate: The Honourable Senators Boniface, Carignan, P.C. and Harder, P.C. (3).
Representing the Senate by videoconference: The Honourable Senator Campbell (1).
Representing the House of Commons: Rachel Bendayan, Larry Brock, Rhéal Éloi Fortin, Matthew Green, Glen Motz, Yasir Naqvi and Arif Virani (7).
Participating in the meeting: Stephanie Feldman and Colin Sawatzky, analysts, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Thursday, March 3, 2022 and the House of Commons on Wednesday, March 2, 2022, the committee continued its review of the exercise of powers and the performance of duties and functions pursuant to the declaration of emergency that was in effect from Monday, February 14, 2022, to Wednesday, February 23, 2022.

At 7:14 p.m., Mr. Green took the chair.
A point of order was raised concerning a witness not answering questions.
After debate, the chair reserved his decision.
At 7:46 p.m., Mr. Fortin took the chair.
At 7:49 p.m., Mr. Green took the chair.
At 7:58 p.m., the committee suspended.
At 8:05 p.m., the committee resumed.
Rob Stewart made a statement and, together with Dominic Rochon and Talal Dakalbab, answered questions.
At 8:30 p.m., Mr. Fortin took the chair.
At 8:36 p.m., Mr. Green took the chair.
At 9:09 p.m., Mr. Fortin took the chair.
Mr. Green moved:
That, in light of recent reports that numerous secret Orders In Council have been adopted, this committee demand the production of all secret Orders In Council adopted in relation to the convoy occupations and blockades across Canada, the invocation and/or revocation of the Emergency Measures Act, and that the documentation be provided to the committee within 30 days of the adoption of this motion.
It was agreed that the motion be amended by adding the words “should they exist” after the words “of thismotion”.
After debate, the question being put on the motion as amended, it was adopted.
At 9:17 p.m., Mr. Green took the chair.
It was agreed that former Ottawa Police Chief Sloly be invited to appear on June 21, and that Ottawa Mayor Jim Watson be invited should Mr. Sloly not be available.
It was agreed that the joint clerks canvass committee members for their availability for potential meetings the week of September 12.
At 9:30 p.m., the committee adjourned to the call of the chair.
