The Standing Joint Committee for the Scrutiny of Regulations met at 8:31 a.m., this day, in room 256-S, Centre Block, the joint chairs, the Honourable Senator Denise Batters and Ms. Chris Charlton, presiding.

Representing the Senate: The Honourable Senators Batters, Meredith, Moore, Runciman and Smith, P.C. (Cobourg) (5).

Representing the House of Commons: Dan Albas, Rob Anders, Paulina Ayala, Mauril Bélanger, Garry Breitkreuz, Chris Charlton, Rob Clarke, Anne Minh-Thu Quach and François Pilon (9).

Acting member present for the House of Commons: Peter Kent for Patrick Brown (1).

In attendance: The official reporters of the Senate.

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of SOR/2013-87 — Marketing Authorization for Maximum Residue Limits for Veterinary Drugs in Foods, it was agreed that the joint chairs correspond with the Minister of Health Canada with respect to certain comments made by the committee.

In the matter of SOR/98-465 — Regulations Prescribing Exclusions from Certain Definitions of the Criminal Code (International Sporting Competition Handguns), it was agreed that the joint chairs correspond with the Minister of Public Safety Canada with respect to certain comments made by the committee.

In the matter of SOR/2001-281 — By-law No. 7 Respecting the Large Value Transfer System, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance Canada with respect to certain comments made by the committee.

In the matter of SOR/2002-1 — Proclamation Amending the Chicken Farmers of Canada Proclamation, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Chicken Farmers of Canada with respect to certain comments made by the committee.

In the matter of SOR/2007-255 — Eligible Financial Contract Regulations (Canada Deposit Insurance Corporation Act); SOR/2007-256 — Eligible Financial Contract General Rules (Bankruptcy and Insolvency Act); SOR/2007-257 — Eligible Financial Contract General Rules (Companies' Creditors Arrangement Act); and SOR/2007-258 — Eligible Financial Contract Regulations (Winding-up and Restructuring Act), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance Canada, with a copy to the Deputy Minister, with respect to certain comments made by the committee.

In the matter of SOR/2013-252 — Regulations Amending the Canadian Hatching Egg Producers Quota Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Hatching Egg Producers, with a copy to the Farm Products Council of Canada with respect to certain comments made by the committee.

In the matter of SOR/2014-141 — Regulations Amending the Oil and Gas Occupational Safety and Health Regulations (Miscellaneous Program), it was agreed that the joint chairs correspond with the Minister of Employment and Social Development Canada with respect to certain comments made by the committee.

In the matter of SOR/2003-196 — Natural Health Products Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Health Canada with respect to certain comments made by the committee.

In the matter of SOR/2007-87 — Regulations Amending the Canadian Aviation Regulations (Parts I, III, VI and VII), it was agreed that counsel to the committee meet with officials of Transport Canada with respect to certain comments made by the committee.

In the matter of SOR/2000-328 — Regulations Amending the Canada Occupational Safety and Health Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Employment and Social Development Canada with respect to certain comments made by the committee.

In the matter of SOR/2013-222 — Order 2013-87-10-01 Amending the Domestic Substances List, it was agreed that the file be closed.

In the matter of SOR/98-443 — Environmental Assessment Review Panel Service Charges Order, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/95-212 — Plant Protection Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/86-1004 — Atlantic Pilotage Authority Non-compulsory Area Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2007-60 — Regulations Amending the Atlantic Pilotage Authority Non-compulsory Area Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/97-109 — PCB Waste Export Regulations, 1996, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2008-197 — Storage Tank Systems for Petroleum Products and Allied Petroleum Products Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2011-169 — Regulations Amending the Pari-Mutuel Betting Supervision Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Agriculture and Agri-Food Canada with respect to certain comments made by the committee.

In the matter of SOR/2013-77 — Regulations Amending the Egg Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2013-88 — Export of Substances on the Export Control List Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2013-100 — Regulations Amending the Determination of Country of Origin for the Purpose of Marking Goods (Non-NAFTA Countries) Regulations and the Determination of Country of Origin for the Purposes of Marking Goods (NAFTA Countries) Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance Canada with respect to certain comments made by the committee.

In the matter of SOR/2014-80 — Regulations Amending the Definition of Local Signal and Distant Signal Regulations and the Definition of ''Small Cable Transmission System'' Regulations, it was agreed that the file be closed.

In the matter of SOR/2014-83 — Regulations Amending the Immigration and Refugee Protection Regulations (Miscellaneous Program), it was agreed that the file be closed.
