The Standing Joint Committee for the Scrutiny of Regulations met at 8:35 a.m. this day, in Room 256-S, Centre Block.

Representing the Senate: The Honourable Senators Bryden, Finestone, P.C., Hervieux-Payette, P.C., Moore, and Nolin (5).

Representing the House of Commons: Sue Barnes, Richard Harris, Robert Lanctôt, Derek Lee, Paul Macklin, Lynn Myers, Werner Schmidt, and Tom Wappel (8).

In attendance: Jean-Michel Roy, Joint Clerk of the Committee (House of Commons); and François-R. Bernier and Jacques Rousseau, Counsel to the Committee, Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

The Joint Clerk representing the House of Commons presided over the election of the House of Commons Joint Chair.

Mr. Harris moved that Mr. Schmidt be elected House of Commons Joint Chair.

The question being put on the motion, it was adopted.

Mr. Schmidt took the Chair.

The Committee considered its permanent Order of Reference, section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which follows:

19. Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any Committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

On Bill C-27, An Act respecting the National Parks of Canada, it was agreed, that Counsel to the Committee review their status at a later date and inform the Committee of the action taken.

On SOR/88-58 - Air Transportation Regulations, it was agreed that Counsel to the Committee correspond with the Designated Instruments Officer of the Canadian Transportation Agency with respect to certain comments made by the Committee.

On SOR/94-439 - National Parks Camping Regulations, amendment and SOR/94-512 - National Parks General Regulations, amendment, it was agreed that the Joint Chairs correspond with the Minister of Canadian Heritage with respect to certain comments made by the Committee.

On SOR/87-65 - Assessor's Rules of Procedure, it was agreed that a draft report to the two Houses be prepared.

On SOR/89-93 - Ontario Fishery Regulations, 1989, it was agreed that the Joint Chairs invite the Minister of Fisheries and Oceans to appear before the Committee.

Leave having been granted to revert to consideration of SOR/87-65 - Assessor's Rules of Procedure, it was agreed to advise the Department of Agriculture and Agri-Food that a report is being prepared.

On SOR/93-108 - Quebec Beef Cattle Producers' Levies or Charges (Interprovincial and Export Trade) Order; SOR/93-195 - Quebec Maple Syrup Producers' Levy (Interprovincial and Export Trade) Order; and SOR/93-382 - Prince Edward Island Cattle Marketing Levies Order, it was agreed that the Joint Chairs invite the Deputy Minister of Agriculture and Agri-Food and other officials to appear before the Committee.

On SOR/97-290 - Regulations Amending Provisions of Certain Regulations Regarding the Pre-clearance of Commercial Messages by the Minister of Health, it was agreed that the file be closed.

On SOR/97-144 - Broadcasting Licence Fee Regulations, 1997, it was agreed that the Committee correspond with the President of the Canadian Radio-Television and Telecommunications Commission with respect to certain comments made by the Committee.

On SOR/99-144 - St. Lawrence Seaway Authority Divestiture Regulations; SOR/98-230 - Portions of the Department of National Defence Divestiture Regulations; SOR/98-231 - Por tions of the Department of Public Works and Government Services Divestiture Regulations; SOR/98-232 - Regulations Amending the Airport Transfer Regulations; SOR/99-3 - Portions of the Department of Citizenship and Immigration Divestiture Regulations; SOR/99-247 - Portions of the Royal Canadian Mounted Police Divestiture Regulations; SOR/2000-1 - Certain Canada Port Authorities Divestiture Regulations; and SOR/2000-60 - Portions of the Canada Ports Corporation Divestiture Regulations, it was agreed that Counsel to the Committee correspond with the Designated Instruments Officer of the Treasury Board Secretariat with respect to certain comments made by the Committee.

On SOR/98-177 - National Parks Domestic Animals Regulation, 1998, it was agreed that Counsel to the Committee correspond with the Designated Instruments Officer of the Department of Canadian Heritage with respect to certain comments made by the Committee.

On SOR/99-326, Regulations Amending the Children's Special Allowance Regulations, it was agreed that Counsel to the Committee correspond with the Designated Instruments Officer of the Canada Customs and Revenue Agency with respect to certain comments made by the Committee.

On SOR/93-390 - Canadian Wheat Board Regulations, amendment, it was agreed that Counsel to the Committee review their status at a later date and inform the Committee of the action taken.

On SOR/2000-184 - Regulations Amending and Repealing Certain Regulations Administered and Enforced by the Canadian Food Inspection Agency, 2000-1, it was agreed that Counsel to the Committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the Committee.

On SOR/97-118 - Regulations Amending the Seeds Regulations, it was agreed that Counsel to the Committee review their status at a later date and inform the Committee of the action taken.

It was agreed that the meeting scheduled for June 21 not take place if either Chamber is not sitting.
