(2) [English] The Standing Joint Committee for the Scrutiny of Regulations met at 8:33 a.m., this day, in Room 256-S, Centre Block, the Joint Chairs, the Honourable Céline Hervieux-Payette, P.C., and Mr. Jim Pankiw, M.P., presiding. Representing the Senate: The Honourable Senators John G. Bryden, Céline Hervieux-Payette, P.C., Rose-Marie Losier-Cool, and Wilfred P. Moore (4). Representing the House of Commons: Sue Barnes, Jean-Guy Carignan, Robert Lanctôt, Derek Lee, Lynn Myers, Jim Pankiw, Werner Schmidt, and Tom Wappel (8). In attendance: Jean-Michel Roy, Joint Clerk of the Committee (House of Commons); and François-R. Bernier and Peter Bernhardt, Counsel to the Committee, Research Branch, Library of Parliament. Total $ 173,460 After debate, Mr. Wappel moved that the proposed budget be adopted. The question being put on the motion, it was adopted. The committee considered an invitation to the International Conference on Regulation Reform, Management and Scrutiny of Legislation to be held in Sydney, Australia from July 9-13, 2001. It was agreed that committee staff prepare a draft budget for participation in the conference. The committee considered its permanent Order of Reference, section 19, the Statutory Instruments Act, R.S.C. 1985, c. S-22, which follows: 19. Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any Committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments. On C.R.C. c. 954 - Indian Estates Regulations, it was agreed that the Joint Chairs correspond with the Minister of Indian Affairs and Northern Development with respect to certain comments made by the Committee. On SOR/87-65 - Assessor's Rules of Procedure, it was agreed that the Joint Chairs correspond with the Minister of Agriculture and Agri-Food with respect to certain comments made by the Committee and that a response be requested by April 30, 2001. On SOR/91-371 and SOR/91-523 - Maple Products Regulations, amendment, it was agreed that the Joint Chairs correspond with the Minister of Agriculture and Agri-Food with respect to certain comments made by the Committee. On SOR/90-111 and SOR/91-558 - Dairy Products Regulations, amendment, it was agreed that consideration of these statutory instruments be postponed. On SOR/94-529 - Health of Animals Regulations, amendment, it was agreed that Counsel to the Committee correspond with the Designated Instruments Officer of the Canadian Food Inspection Agency with respect to certain comments made by the Committee. On SOR/94-683 - Miscellaneous Amendments Regulations (Department of Agriculture) 1994-1, it was agreed that consideration of the statutory instrument be postponed. On SOR/92-631 - Vinyl Chloride Release Regulations, 1992, it was agreed that Counsel to the Committee correspond with the Designated Instruments Officer of the Department of the Environment. On SOR/96-335 - Air Transportation Regulations, amendment, it was agreed that Counsel to the Committee correspond with the Designated Instruments Officer of the Canadian Transportation Agency. On SOR/2000-323 - Honeybee Importation Prohibition Regulations, 1999, it was agreed that the file be closed.
