(4) [English] The Standing Joint Committee for the Scrutiny of Regulations met at 8:30 a.m. this day, in Room 256-S, Centre Block, the Joint Chair, Mr. Jim Pankiw, M.P., presiding. Representing the Senate: The Honourable Senators John G. Bryden, Sheila Finestone, P.C., and Wilfred P. Moore (3). Representing the House of Commons: Sue Barnes, Jean Guy Carignan, Robert Lanctôt, Derek Lee, Paul Macklin, Lynn Myers, Jim Pankiw, Werner Schmidt, and Tom Wappel (9). In attendance: Jean-Michel Roy, Joint Clerk of the Committee (House of Commons); and François-R. Bernier and Margaret Jodoin-Rasmussen, Counsel to the Committee, Research Branch, Library of Parliament. Also in attendance: The official reporters of the Senate. It was moved by the Honourable Senator Finestone, P.C. that the Joint Chair be authorized to seek the House's permission to allow the committee to travel to Sydney, Australia, during the period of July 6 to 16, 2001, in order to attend the International Conference on Regulation Reform, Management and Scrutiny of Legislation. The committee considered its permanent Order of Reference, section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which follows: 19. Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to para graph 20(d), shall stand permanently referred to any commit tee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments. On SOR/92-738 - Railway Interswitching Regulations, amendment, it was agreed that the Joint Chairmen correspond with the Minister of Transport with respect to certain comments made by the committee. On SOR/93-117 - Manitoba Fishery Regulations, 1987, amendment, it was agreed that the Joint Chairmen correspond with the Minister of Finance with respect to certain comments made by the committee and that the file be then closed. The committee considered SOR/95-443 - Directions to the National Transportation Agency (Scheduled Air Passenger Services between Canada and the United States); SOR/95-501 - Order Approving the Issuing of the Directions to the National Transportation Agency (Non-scheduled International Air Passenger Services); and SOR/95-502 - Directions to the National Transportation Agency (Non-scheduled International Air Passenger Services). On SOR/92-721 - Fertilizers Regulations, amendment, it was agreed that the Joint Chairmen correspond with the Minister of Agriculture and Agri-Food, with respect to certain comments made by the committee. On SOR/90-218 - Fresh Fruit and Vegetable Regulations, amendment, it was agreed that Counsel draft a report to the two Houses. On SOR/90-791 - Canada Oil and Gas Production and Conservation Regulations, it was agreed that Counsel to the Committee review their status at a later date and inform the committee of the action taken. On SOR/91-622 - Canada Labour Relations Board Regulations, 1992, it was agreed that Counsel to the Committee correspond with the Designated Instruments Officer of the Canadian Industrial Relations Board with respect to certain comments made by the committee. On SOR/94-45 - Atlantic Fishery Regulations, 1985, amendment, it was agreed that Counsel to the Committee review their status at a later date and inform the committee of the action taken. The committee considered SOR/2000-378 - Regulations Amending the International Letter-post Items Regulations. On C.R.C. c. 568 - Denatured Alcohol Regulations, it was agreed that Counsel to the Committee correspond with the Designated Instruments Officer of the Canada Customs and Revenue Agency. On SOR/92-579 - Bankruptcy and Insolvency Rules, amendments, it was agreed that the file be closed. On SOR/98-258 - Regulations Amending the Canada Pension Plan Regulations, it was agreed that Counsel to the Committee review their status at a later date and inform the committee of the action taken. On SOR/2000-272 - Tobacco Products Information Regulations, and SOR/2000-273 - Tobacco Reporting Regulations, it was agreed that Counsel to the Committee correspond with the Designated Instruments Officer of the Department of Health with respect to certain comments made by the committee.
