The Standing Joint Committee for the Scrutiny of Regulations met at 8:35 a.m. this day, in room 356-S, Centre Block, the Honourable Céline Hervieux-Payette, P.C., and Mr. Gurmant Grewal, M.P., presiding.
Representing the Senate: The Honourable Senators John G. Bryden, Sheila Finestone, P.C., Céline Hervieux-Payette, P.C., and Wilfred P. Moore (4).
Representing the House of Commons: Pierre Brien, John Cummins, Gurmant Grewal, Derek Lee, and Tom Wappel (5).
In attendance: Philippe Mela, Acting Joint Clerk of the Committee (House of Commons), and François-R. Bernier, and Jacques Rousseau, Counsel to the Committee, Parliamentary Research Branch, Library of Parliament.
Also in attendance: The official reporters of the Senate.
The committee considered its permanent Order of Reference, section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which follows:
19. Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant toparagraph 20(d), shall stand permanently referred to any Committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.The committee considered a draft report on SOR/2000-251 - Regulations Amending the Royal Canadian Mounted Police Regulations, 1988,
After debate, it was agreed that the report be adopted.
On C.R.C.c. 1238 - Northwest Territories ReindeerRegulations, it was agreed that a report recommending disallo wance be drafted.
On SOR/87-65 - Assessor's Rules of Procedure, it was agreed that the Joint Chairs correspond with the Minister of Agriculture and Agri-Food with respect to certain comments made by the Committee.
On SOR/92-172 - Canada Grain Regulations, amendment, it was agreed that the file be closed.
The committee considered SI/97-60 - Order FixingMay 2, 1997 as the Date of the Coming into Force ofsections 107.1 and 139.1 of the Act, and SI/97-61 - Order FixingMay 2, 1997 as the Date of the Coming into Force of the Act.
On C.R.C. c. 954 - Indian Estates Regulations, it was agreed that the Joint Chairs correspond with the Minister of Indian Affairs and Northern Development with respect to certain comments made by the committee.
On SI/98-1 - Proclamation Declaring the Representation Order to be in Force Effective on the First Dissolution of the Parliament that Occurs after December 16, 1997, it was agreed that the Joint Chairs correspond with the Leader of the Government in the House of Commons with respect to certain comments made by the Committee.
On SOR/82-171 - Stuart-Trembleur Lake Band (Tanizul Timber Ltd.) Timber Regulations, it was agreed that Counsel to the Committee correspond with the Designated Instruments Officer of the Department of Indian Affairs and Northern Development with respect to certain comments made by the Committee.
On SOR/95-571 - Royal Canadian Mounted PoliceSuperannuation Regulations, amendment, it was agreed that Counsel to the Committee review their status at a later date and inform the Committee of the action taken.
On SOR/2001-38 - Regulations Amending the Boating Restriction Regulations, it was agreed that Counsel to the Committee correspond with the Designated Instruments Officer of the Department of Fisheries and Oceans with respect to certain comments made by the Committee.
On SOR/97-103 - Regulations Amending the CrownCorporation Grants Regulations, it was agreed that the file be closed.
The committee considered SI/2000-50 - Order Respecting the Withdrawal from Disposal of Certain Lands in the Yukon Territory (Liard First Nation, Y.T).
On SOR/99-335 - Private Buoy Regulations, it was agreed that Counsel to the Committee correspond with the Designated Instruments Officer of the Department of Fisheries and Oceans with respect to certain comments made by the Committee.
The committee considered SOR/98-531 - Regulations Amending the Royal Canadian Mounted Police Superannuation Regulations, SOR/99-105 - Regulations Amending the Ontario Fishery Regulations, 1989, SOR/2001-50 - RegulationsAmending the Ontario Fishery Regulations, 1989, and SOR/2001-156 - Regulations Amending the British Columbia Sport Fishing Regulations, 1996.
