Tuesday, April 11, 2000

The Standing Joint Committee on Official Languages met at 3:35 p.m. this day, in Room 269, West Block, the Co-Chair (House of Commons), Raymonde Folco, presiding.

Members of the Committee present:

From the Senate: The Hon. Gérald A. Beaudoin, The Hon. Rose-Marie Losier-Cool, The Hon. Jean-Claude Rivest, The Hon. Louis J. Robichaud.

From the House of Commons: Mauril Bélanger, Raymonde Folco, Yvon Godin, Grant Hill, Louis Plamondon.

Acting Members present: From the Senate: The Hon. Melvin Perry for the Hon. Joan Fraser. From the House of Commons: Jean-Guy Chrétien for Pierre de Savoye.

In attendance: From the Senate: Luc Bégin, Co-Clerk of the Committee. From the Library of Parliament: Françoise Coulombe, Research Officer.

Witnesses: From the Commissioner of Official Languages: Dyane Adam, Commissioner of Official Languages. From the Office of the Commissioner of Official Languages: Johane Tremblay, General Counsel and Director of Legal Services; Michel Robichaud, Director General, Investigations Branch; Gérard Finn, Director General, Policy and Communication Branch.

In accordance with its mandate under Standing Order 81(7), consideration of the 2000-2001 Estimates, Part III - Report on Plans and Priorities, VOTE 25, Privy Council, Office of the Commissioner of Official Languages.

The Chair called VOTE 25 under Privy Council.

The Commissioner of Official Languages made an opening statement and answered questions.

At 4:55 o'clock p.m. the Committee proceeded, in camera, to consider its future business.

The Chair presented the THIRD REPORT of the Sub-Committee on Agenda and Procedure of the Standing Joint Committee on Official Languages as follows:
