Meeting No. 12

Tuesday, May 16, 2000

The Standing Joint Committee on Official Languages met at 3:45 p.m. this day, in Room 160-S, Centre Block, the Acting Chair (Senate), The Honourable Sheila Finestone, presiding.

Members of the Committee present:

From the Senate: The Hon. Jean-Robert Gauthier, The Hon. Melvin Perry, The Hon. Jean-Claude Rivest, The Hon. Louis J. Robichaud.

From the House of Commons: Eugène Bellemare, Yvon Godin, Grant Hill, Louis Plamondon, Benoît Serré.

Acting Member present: From the Senate: The Honourable Sheila Finestone for The Honourable Rose-Marie Losier-Cool.

In attendance: From the Senate: Luc Bégin, Joint-Clerk of the Committee. From the Library of Parliament: Françoise Coulombe, Research Officer.

Witnesses: From Human Resources Development Canada: Bill A. Ferguson, Executive Head responsible for Part VII of the Official languages Act at HRDC, and "Champion" designated for this aspect of the Official Languages Act, Co-Chair, Federal organizations, National Committee for Canadian Francophonie Human Resources Development; Michelle Hamelin, Director, Secretariat, Official Language Minority Communities at HRDC, Secretary General, Federal organizations, National Committee for Canadian Francophonie Human Resources Development. From the National Committee for Canadian Francophonie Human Resources Development: Raymond Poirier, Co-Chair, Communities and Western Representatives; Roger Lavoie, Secretary General, Communities.

In accordance with its mandate under Standing Order 108 (4)(b), the Committee resumed its study on the application of Part VII of the Official Languages Act.

The Clerk presided over the election of an Acting Chair.

It was agreed, -That the Honourable Sheila Finestone take the Chair as Acting Chair.

Bill Ferguson and Raymond Poirier, each made an opening statement and, with Michelle Hamelin, answered questions.

At 5:00 p.m., by unanimous consent, Eugène Bellemare assumed the Chair as Acting Chair.

At 5:10 p.m. the Chair invited Eamon O Cuiv, Minister of State for the Department of Arts, Heritage, Gaeltacht and the Islands, to make a presentation.

At 5:30 p.m., the Committee adjourned to the call of the Chair.
