By unanimous consent, on motion of Pamela Wallin, it was agreed, — That Hon. Yonah Martin be elected as Joint Chair of the committee.
At 6:35 p.m., Hon. Yonah Martin took the Co-Chair.
By unanimous consent, on motion of Pamela Wallin, it was agreed, — That Stanley Kutcher be elected Vice-Chair of committee.
By unanimous consent, on motion of Darren Fisher, it was agreed, — That René Arseneault be elected Joint Chair of the committee.
At 6:36 p.m., René Arseneault took the Co-Chair.
By unanimous consent, on motion of Michael Cooper, it was agreed, — That Shelby Kramp-Neuman be elected First Vice-Chair of the committee.
By unanimous consent, on motion of Francis Scarpaleggia, it was agreed, — That Luc Thériault be elected Second Vice-Chair of the committee for the House of Commons.
By unanimous consent, on motion of James Maloney, it was agreed, — That Alistair MacGregor be elected Third Vice-Chair of the committee.
By unanimous consent, it was agreed, — That the motion electing Stanley Kutcher as Vice-Chair, be rescinded.
By unanimous consent, on motion of Pamela Wallin, it was agreed, — That Hon. Marie-Françoise Mégie be elected Vice-Chair of the committee.
By unanimous consent, on motion of James Maloney, it was agreed, — That the routine motions adopted by the committee at its meetings of Friday, April 8, 2022, and September 27, 2022, and in effect at the time the committee ceased to exist on February 15, 2023, be deemed adopted, provided that the committee be empowered to alter or rescind such motions as it deems appropriate.

It was agreed, —
That:
(1) the committee submit witnesses that are within the scope and mandate of the committee, as determined in the House of Commons motion, by 5:00 p.m. on Thursday, November 2, 2023;
(2) the committee send an open invitation to all Provincial and Territorial Health Ministers to appear in front of the committee at a date to be determined and to submit written briefs;
(3) witness meetings be structured as three one hour panels, with a maximum of two witnesses per hour;
(4) the committee invite to the Tuesday, November 7, 2023 meeting:
- the Health Ministers and/or representatives of the Health Departments of British Columbia, Ontario, and Quebec to start, with the possibility of adding other PT Ministers or health departments to the first meeting if time allows,
- the Canadian Psychiatric Association,
- Association des médecins psychiatres du Québec,
- the Canadian Bar Association,
- the Co-Chairs of the MAID Practice Standards Task Group, Dr. Mona Gupta and Dr. Gus Grant.
