The Standing Joint Committee for the Scrutiny of Regulations met at 8:30 a.m., this day, in room 256-S, Centre Block, the Honourable J. Trevor Eyton and Mr. Derek Lee, the Joint Chairs, presiding.
Representing the Senate: The Honourable Senators Bacon, Bryden, Eyton, Moore, and Nolin (5).
Representing the House of Commons: Collin Carrie, David Christopherson, Ken Epp, Carole Freeman, Rahim Jaffer, Denis Lebel, Derek Lee, Marc Lemay, Paul Szabo, Dave Van Kesteren and Tom Wappel (11).
Also present: Christine Lafrance, Joint Clerk of the Committee (House of Commons); Peter Bernhardt, General Counsel, and Lindsay Armstrong, Counsel, Parliamentary Information and Research Services, Library of Parliament.
In attendance: The official reporters of the Senate.
The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of Parks Canada Master List of Fees 2003-2004, it was agreed that the file be closed.
In the matter of C.R.C. c. 954 — Indian Estates Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Indian and Northern Affairs Canada with respect to certain comments made by the committee.
In the matter of SOR/88-66 — Controlled Products Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/95-233 — Saskatchewan Fishery Regulations, 1995, it was agreed that counsel prepare a summary of the regulations with a view to determining whether witnesses should be called.
In the matter of SOR/96-476 — Airport Traffic Regulations, amendment, it was agreed that the committee will study the government response once it is tabled in the House of Commons on April 10, 2008, with a view to determining what further action the committee will take.
In the matter of SOR/99-144 — St. Lawrence Seaway Authority Divestiture Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Treasury Board of Canada Secretariat with respect to certain comments made by the committee.
In the matter of SOR/98-230 — Portions of the Department of National Defence Divestiture Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Treasury Board of Canada Secretariat with respect to certain comments made by the committee.
In the matter of SOR/98-231 — Portions of the Department of Public Works and Government Services Divestiture Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/98-232 — Regulations Amending the Airport Transfer Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/99-3 — Portions of the Department of Citizenship and Immigration Divestiture Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/99-247 — Portions of the Royal Canadian Mounted Police Divestiture Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2000-1 — Certain Canada Port Authorities Divestiture Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2000-60 — Portions of the Canada Ports Corporation Divestiture Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2001-532 — Telecommunications Apparatus Regulations, it was agreed that the joint chairs correspond with the Minister of Industry with respect to certain comments made by the committee.
In the matter of SOR/98-462 — Regulations Prescribing Certain Firearms and other Weapons, Components and Parts of Weapons, Accessories, Cartridge Magazines, Ammunition and Projectiles as Prohibited or Restricted, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canada Firearms Centre with respect to certain comments made by the committee.
In the matter of SOR/2001-520 — Canada Industrial Relations Board Regulations, 2001, it was agreed that counsel to the committee correspond with the chair of the board with respect to certain comments made by the committee.
In the matter of SOR/95-275 — Canadian Computer Reservation Systems (CRS) Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2004-91 — Regulations Amending the Canadian Computer Reservation Systems (CRS) Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/98-429 — Mackenzie Valley Land Use Regulations, it was agreed that the joint chairs correspond with the Minister of Indian Affairs and Northern Development with respect to certain comments made by the committee.
In the matter of SOR/2006-253 — Regulations Amending the Mackenzie Valley Land Use Regulations, it was agreed that the joint chairs correspond with the Minister of Indian Affairs and Northern Development with respect to certain comments made by the committee.
In the matter of SOR/2003-224 — Regulations Amending the Pacific Pilotage Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.
In the matter of SOR/2003-310 — Prairie Dog and Certain Other Rodents Importation Prohibition Regulations, it was agreed that the file be closed.
In the matter of SOR/2004-240 — Regulations Amending the Prairie Dog and Certain Other Rodents Importation Prohibition Regulations, it was agreed that the file be closed.
In the matter of SOR/2007-124 — Regulations Amending the Competency of Operators of Pleasure Craft Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/92-23 — Health of Animals Regulations, amendment, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
In the matter of SOR/2002-444 — Regulations Amending the Health of Animals Regulations, it was agreed that the file be closed.
In the matter of SOR/2000-217 — Benzodiazepines and Other Targeted Substances Regulations (1091), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
