The Standing Joint Committee for the Scrutiny of Regulations met at 8:30 a.m., this day, in room 256-S, Centre Block, Mr. Ken Epp, Vice-Chair, presiding.

Representing the Senate: The Honourable Senators Bacon, Harb, and Moore (3).

Representing the House of Commons: Sue Barnes, Ken Epp, Carole Freeman, Rick Norlock, Pierre Poilievre, Paul Szabo and Tom Wappel (7).

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of SOR/96-252 — Seeds Regulations, amendment, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2001-111 — Regulations Amending the Meat Inspection Regulations, 1990, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2003-284 — Regulations Amending the Canada Grain Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/94-651 — Energy Efficiency Regulations, it was agreed that the joint chairs correspond with the Minister of Natural Resources with respect to certain comments made by the committee.

In the matter of SOR/2006-241 — Regulations Amending the Food and Drug Regulations (Data Protection), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Health with respect to certain comments made by the committee.

In the matter of SI/2006-95 — Order Amending the Canadian Passport Order, it was agreed that the file be closed.

In the matter of SOR/2001-536 — Regulations Amending the Consular Services Fees Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Foreign Affairs and International Trade with respect to certain comments made by the committee.

In the matter of SOR/88-58 — Air Transportation Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Transportation Agency with respect to certain comments made by the committee.

In the matter of SOR/98-443 — Environmental Assessment Review Panel Service Charges Order, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Canadian Environmental Assessment Agency with respect to certain comments made by the committee.

In the matter of SOR/2002-437 — Regulations Amending the Fish Inspection Regulations (Miscellaneous Program), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2005-38 — Regulations Amending the Canada Pension Plan Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2002-423 — Regulations Adapting the Employment Equity Act in respect of the Canadian Security Intelligence Service, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Human Resources and Skills Development Canada with respect to certain comments made by the committee.

In the matter of SOR/2004-155 — Schedule 1 Chemicals Regulations (Chemical Weapons Convention), it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Foreign Affairs and International Trade with respect to certain comments made by the committee.

In the matter of SOR/2006-256 — Regulations Amending the Life Saving Equipment Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Transport with respect to certain comments made by the committee.

In the matter of SOR/2006-271 — Regulations Amending the Energy Efficiency Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Natural Resources Canada with respect to certain comments made by the committee.

In the matter of SOR/2000-100 — Federal-Provincial Fiscal Arrangements Regulations, 1999, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of the Department of Finance with respect to certain comments made by the committee.

In the matter of SOR/2002-307 — Marine Liability Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Transport Canada with respect to certain comments made by the committee.

In the matter of SOR/2005-149 — Export and Import of Hazardous Waste and Hazardous Recyclable Material Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2003-175 — Canadian Payments Association By-law No. 2 — Finance, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2003-363 — Antarctic Environment Protection Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2004-215 — Regulations Amending the Great Lakes Pilotage Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2007-225 — Regulations Amending the Food and Drug Regulations (1574 — Corrective Amendments, Miscellaneous Program), it was agreed that the file be closed.

In the matter of SOR/2007-230 — Regulations Amending the Surface Coating Materials Regulations (Miscellaneous Program), it was agreed that the file be closed.

In the matter of SOR/2007-278 — Regulations Amending the Property Assessment and Taxation (Railway Right- of-Way) Regulations, it was agreed that the file be closed.
