The Standing Joint Committee for the Scrutiny of Regulations met at 8:35 a.m., this day, in room 256-S, Centre Block, the Honourable J. Trevor Eyton and Mr. Derek Lee, Joint Chairs, presiding.

Representing the Senate: The Honourable Senators Bacon, Bryden, Eyton, Harb and Moore (5).

Representing the House of Commons: Gérard Asselin, David Christopherson, Ken Epp, Monique Guay, Denis Lebel, Derek Lee, Rick Norlock, Pierre Poilievre and Tom Wappel (10).

Also present: Christine Lafrance, Joint Clerk of the Committee (House of Commons); Peter Bernhardt, General Counsel, and Jacques Rousseau, Counsel, Parliamentary Information and Research Services, Library of Parliament.

In attendance: The official reporters of the Senate.

The committee proceeded to consider its permanent order of reference, as set out in section 19, the Statutory Instruments Act, R.S.C., 1985, c. S-22, which provides for the following:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

In the matter of SOR/99-324 — Book Importation Regulations, it was agreed to report the matter.

In the matter of SOR/99-325 — Exceptions for Educational Institutions, Libraries, Archives and Museums Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2000-221 — Regulations Amending the Letter Mail Regulations, it was agreed that the joint chairs invite the Minister of Transport to appear before the committee.

In the matter of SOR/2005-241 — Regulations Amending the Gun Shows Regulations, it was agreed that the joint chairs correspond with the Minister of Public Safety with respect to certain comments made by the committee.

In the matter of SOR/2005-242 — Regulations Amending the Gun Shows Regulations, it was agreed that the joint chairs correspond with the Minister of Public Safety with respect to certain comments made by the committee.

In the matter of SOR/2004-274 — Regulations Amending the Firearms Licences Regulations, it was agreed that the joint chairs correspond with the acting commissioner of the Royal Canadian Mounted Police with respect to certain comments made by the committee.

In the matter of SOR/2006-241 — Regulations Amending the Food and Drug Regulations (Data Protection), it was agreed that the joint chairs correspond with the director general of the Policy Development Directorate, Health Canada, with respect to certain comments made by the committee.

In the matter of SOR/2003-28 — Rules of Procedures for Boards of Review, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Environment Canada with respect to certain comments made by the committee.

In the matter of SOR/2004-68 — Regulations Amending the Veterans Allowance Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Veterans Affairs Canada with respect to certain comments made by the committee.

In the matter of SOR/2006-152 — Regulations Amending the Accounting for Imported Goods and Payment of Duties Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Public Safety Canada with respect to certain comments made by the committee.

In the matter of SOR/2006-165 — Regulations Amending the United Nations Suppression of Terrorism Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Foreign Affairs and International Trade Canada with respect to certain comments made by the committee.

In the matter of SOR/2007-50 — Regulations Amending the Onshore Pipeline Regulations, 1999 (Miscellaneous Program), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SI/2006-100 — Remission Order Concerning Certain Expenses Incurred as a Result of the Tsunami Disaster of December 26, 2004 in South and Southeast Asia, it was agreed that the file be closed.

In the matter of SOR/88-560 — Cribs and Cradles Regulations, amendment, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Health Canada with respect to certain comments made by the committee.

In the matter of SOR/2003-283 — Solvent Degreasing Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Environment Canada with respect to certain comments made by the committee.

In the matter of SOR/2005-380 — Decision Body Time Periods and Consultation Regulations, it was agreed that counsel to the committee correspond with the Designated Instruments Officer of Indian and Northern Affairs Canada with respect to certain comments made by the committee.

In the matter of SOR/94-356 — Eastern Townships Wood Producers' Levies (Interprovincial and Export Trade) Order, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/98-277 — Quebec Wood Producers' Levies (Interprovincial and Export Trade) Order, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/94-789 — Scientific or Technical Assistance Fees Order (Research Branch — Agriculture), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2004-255 — Regulations Amending the Port Authorities Operations Regulations (Miscellaneous Program), it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SI/2007-69 — Withdrawal of Certain Lands in the Northwest Territories (Edéhzhie (Horn Plateau), N.W.T.) from Disposal Order, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2003-218 — Regulations Amending the Pari-Mutuel Betting Supervision Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.

In the matter of SOR/2006-146 — Regulations Amending the Canada Grain Regulations, it was agreed that counsel to the committee review their status at a later date and inform the committee of the action taken.
