The Standing Joint Committee on the Library of Parliament met at 12:02 p.m. this day, in Room 362, East Block, the Joint Chair, the Hon. Percy Downe, presiding.

 

Members of the Committee present representing the Senate: The Honourable Senators Percy Downe, Stephen Greene and Janis G. Johnson.

 

Members of the Committee present representing the House of Commons: Gérard Asselin, Hon. Mauril Bélanger, Hon. Carolyn Bennett, Sylvie Boucher, Dona Cadman, Royal Galipeau, Hon. Gurbax S. Malhi, Tilly O'Neill-Gordon and Louis Plamondon.

 

Acting Members from the House of Commons present: Rob Clarke for Rod Bruinooge, Megan Anissa Leslie for Carol Hughes and Alice Wong for John Weston.

 

In attendance: Senate: Keli Hogan, Joint Clerk of the Committee. Library of Parliament: Élise Hurtubise-Loranger, Analyst.

 

Witnesses: Library of Parliament: William R. Young, Parliamentary Librarian; Lise F. Chartrand, Director, Finance and Material Management Division; Dianne Brydon, Director General, Learning and Access Services. Nanos Research: Nik Nanos, President.

 
Pursuant to the order of reference adopted by the Senate on Tuesday, May 4, 2010 and Standing Order 108(4)(a) of the House of Commons, the Committee commenced its study of Parliament 2020.
 

William R. Young and Nik Nanos made statements and, with the other witness, answered questions.

 

By unanimous consent, it was agreed, — That the Joint Committee continue to study Parliament 2020 in order to allow the last two parliamentarians on the list to question the witnesses.

 
Pursuant to the order of reference adopted by the Senate on Tuesday, November 16, 2010, and the order of reference of the House of Commons of Thursday, November 4, 2010, in accordance with Standing Order 81(5) of the House of Commons, the Committee commenced consideration of the Supplementary Estimates (B) 2010-2011: Vote 10b under PARLIAMENT.
 

The Joint Chair called Vote 10b under PARLIAMENT.

 

Vote 10b under PARLIAMENT carried.

 

ORDERED, — That the Joint Chairs report Vote 10b under PARLIAMENT to both Houses.

 
By unanimous consent, the Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, with regard to its study on Parliament 2020, the Joint Committee hold future hearings on this study and that members be asked to provide their input regarding potential witnesses and the scope of the study.

 

At 1:29 p.m., the Committee adjourned to the call of the Chair.
