The Standing Joint Committee on the Library of Parliament met in camera at 12:07 p.m. this day, in Room 362, East Block, the Co-Chair, Royal Galipeau, presiding.

 

Members of the Committee present representing the Senate: The Honourable Senators Percy Downe, Stephen Greene, Michael L. MacDonald and Terry Stratton.

 

Members of the Committee present representing the House of Commons: Gérard Asselin, Hon. Mauril Bélanger, Sylvie Boucher, Dona Cadman, Royal Galipeau, Carol Hughes, Hon. Gurbax S. Malhi, Tilly O'Neill-Gordon, Louis Plamondon and John Weston.

 

Acting Members from the House of Commons present: Hon. Michael D. Chong for John Weston, Rob Clarke for Rod Bruinooge and Hon. Maria Minna for Hon. Carolyn Bennett.

 

In attendance: Senate: Keli Hogan, Joint Clerk of the Committee. Library of Parliament: François Côté, Analyst; Élise Hurtubise-Loranger, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Order adopted on Thursday, April 22, 2010, pertaining to the Subcommittee on Agenda and Procedure, be discharged, and that the Subcommittee on Agenda and Procedure be composed of the Joint Chairs, the Vice-Chair, and four (4) other members of the Committee representing, from the Senate, the Conservative Party, and from the House of Commons, the Conservative Party, the Bloc Québécois and the New Democratic Party, to be designated after the usual consultations; and that the Subcommittee be empowered to make decisions on behalf of the Committee with respect to its agenda, to invite witnesses, and to schedule hearings.

 

It was agreed, — That the Joint Clerks of the Committee, in consultation with the Joint Chairs, prepare study budgets for the Committee’s study on Parliament 2020 and that these budgets be submitted to the Subcommittee on Agenda and Procedure for consideration.

 

It was agreed, — That the Joint Clerks of the Committee, in consultation with the Joint Chairs, prepare budgets for a trip to Washington in relation to the Committee’s study on Parliament 2020 and that these budgets be submitted to the Subcommittee on Agenda and Procedure for consideration.

 

It was agreed, — That a message be sent to Mr. William Young, Parliamentary Librarian, requesting that he write to the National Capital Commission (NCC) to inquire what the NCC’s intentions are for new locations for the information tent, which used to be situated adjacent to the West Block on Parliament Hill, and that this letter and the subsequent response from the NCC, as well as Mr. Young’s perspectives on the subject, be distributed to all members of the Joint Committee.

 

It was agreed, — That the Subcommittee on Agenda and Procedure meet on Thursday, December 9, 2010 instead of the Joint Committee.

 

At 12:43 p.m., the Committee adjourned to the call of the Chair.
