The Standing Joint Committee for the Scrutiny of Regulations met at 8:40 a.m. this day, in Room 257, East Block, the Joint Chairman, Gurmant Grewal, presiding.

Representing the Senate: The Honourable Senators Céline Hervieux-Payette and Wilfred P. Moore (2).

Representing the House of Commons: Roy Bailey, Paul DeVillers, Gurmant Grewal, Marlene Jennings, Derek Lee, John Maloney, Gurbax Malhi, Jacques Saada, Pierrette Venne and Tom Wappel (10).

In attendance: Susan Baldwin, Joint Clerk of the Committee (House of Commons); François-R. Bernier, Peter Bernhardt, Counsel to the Committee, Research Branch, Library of Parliament.

The committee continued its consideration of its permanent Order of Reference, section 19, The Statutory Instruments Act, R.S.C. 1985, c. S-22, which follows:

Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments

On SOR/88-36 -- Royal Canadian Mounted Police Regulations, 1988;

It was agreed, -- That the Joint Chairmen correspond with the Solicitor General with respect to certain comments made by the committee.

The committee undertook discussion of the RCMP regulations.

On SOR/83-654 -- Public Harbours Regulations;

It was agreed, -- That Counsel to the Committee correspond with the Designated Instruments Officer of the Department of Transport with respect to certain comments made by the committee.

On SOR/90-364 -- Extra-Provincial Truck Undertaking Licencing Regulations, amendment;

It was agreed, -- That Counsel to the Committee correspond with the Designated Instruments Officer of the Department of Transport with respect to certain comments made by the committee.

On SOR/91-373 -- Conferences of European Ministers of Justice Privileges and Immunities Order, 1991;

It was agreed, -- That Counsel to the Committee correspond with the Designated Instruments Officer of the Department of Foreign Affairs with respect to certain comments made by the committee.

On SOR/93-43 -- Order Varying a "letter decision" (Chandler Subdivision) Issued by the National Transportation Agency);

It was agreed, -- That the Counsel to the Committee correspond with the Designated Instrument Officer of the Department of Transport with respect to certain comments made by the committee and that Counsel also begin the draft of a report on the matter.
