The Standing Joint Committee for the Scrutiny of Regulations met at 8:39 a.m., this day in Room 256-S, Centre Block, Gurmant Grewal presiding.
Representing the Senate: Normand Grimard, Céline Hervieux-Payette, William Kelly, Wilfred Moore (4).
Representing the House of Commons: John Bryden, Paul De Villers, Gurmant Grewal, Derek Lee, John Maloney, Pierrette Venne, Tom Wappel (7).
Other MP present: Stan Keyes.

The committee continued its consideration of its permanent Order of Reference, section 19, The Statutory Instruments Act, R.S.C. 1985, c. S-22, which follows:
Every statutory instrument issued, made or established after December 31, 1971, other than an instrument the inspection of which and the obtaining of copies of which are precluded by any regulations made pursuant to paragraph 20(d), shall stand permanently referred to any Committee of the House of Commons, of the Senate or of both Houses of Parliament that may be established for the purpose of reviewing and scrutinizing statutory instruments.

Mr. Sully and Ms Wilson each made an opening statement and with Mr. Smith, Mr. Bowie, Mr. Hennessy, Mr. LePitre and Mr. Brookfield answered questions.
The committee undertook discussion of its proposed budget for the fiscal year 1999-2000, in the following amounts:

After debate, the Honourable Senator Wilfred Moore moved, that the proposed budget be adopted.
The question being put on the motion it was adopted.
After debate, it was agreed to request the joint clerks of the committee to prepare an estimate of travel costs to the conference on Delegated Legislation being held in Sydney, Australia July 21-23, 1999.
At 10:50 a.m., the committee adjourned to the call of the Chair.
